The “Azerbaijan Republic Media Development Agency” and the “Center for Analysis of International Relations” public legal entities will be reorganized.
Redaksiya reports that the President of Azerbaijan, Ilham Aliyev, has signed a Decree in this regard.
According to the Decree, the “Azerbaijan Republic Media Development Agency” public legal entity will be reorganized as the “Center for Analysis of International Relations and Multiculturalism” public legal entity by merging the “Center for Social Research” public legal entity into it, and the “Center for Analysis of International Relations” public legal entity will be reorganized by merging the Baku International Center for Multiculturalism into it.
It has been determined that the “Azerbaijan Republic Media Development Agency” public legal entity (hereinafter – the Agency) is a public legal entity that operates in the direction of supporting media development, training and organizing further education of media specialists, stimulating the activities of audiovisual, print, online media entities and information agencies, as well as journalists and other media workers, and the application of new information and communication technologies and innovations in the media field. It also systematically analyzes the dynamics of public relations development, identifies existing trends in this area and predicts changes, researches the possible impacts of these changes on society, ensures the study of public opinion and the conduct of social research using modern information technologies and scientific approaches, and presents the results of its scientific and analytical analysis to state bodies (organizations).
The “Center for Analysis of International Relations and Multiculturalism” public legal entity (hereinafter – the Center) is a public legal entity that operates in the field of analyzing processes occurring in the world and the region, conducting fundamental research on international relations and security issues, conveying our country's position on these issues to international public, political, and academic circles, and providing Azerbaijani state bodies (organizations) with scientific and analytical materials. It also ensures the preservation of tolerance and cultural, religious, and linguistic diversity in accordance with the ideology of Azerbaijanism, promotes Azerbaijan as a center of multiculturalism in the world, and researches and promotes existing multicultural models.
Furthermore, the rights and obligations, as well as the property of the “Center for Social Research” public legal entity and the Baku International Center for Multiculturalism, will be transferred to the Agency and the Center, respectively.
The Cabinet of Ministers, taking into account parts 1 and 2 of this Decree, must prepare and submit its proposals for the improvement of normative legal acts to the President of Azerbaijan within three months, and the draft of the new charter of the Agency and the Center within two months, and resolve other issues arising from this Decree.
The Agency and the Center, together with the Ministry of Economy, must carry out the necessary measures for the state registration of the reorganization of the Agency and the Center, and take necessary measures to resolve other issues arising from this Decree.
The Ministry of Finance, in accordance with paragraph 3.7 of the Decree of the President of the Republic of Azerbaijan No. 489 dated August 25, 2025, “On additional measures for the effective management of state finance,” shall conduct a financial expertise of the structure, staff units, and salary system of the Agency and the Center, and take measures for their optimization.
