The powers of the commander of the Internal Troops are being redefined.
This is reflected in the new draft law "On the Internal Troops of the Republic of Azerbaijan," which was discussed at today's meeting of the Milli Majlis Committee on Defense, Security, and Anti-Corruption.
According to the draft, the commander of the Internal Troops is the direct superior of the personnel of the Internal Troops.
The commander of the Internal Troops:
- directly manages the Internal Troops, and is responsible for their successful performance of service-combat duties and the maintenance of mobilization readiness;
- defines the powers of his deputies and the heads of structural divisions of the Internal Troops' management body;
- submits proposals to the body (institution) determined by the relevant executive authority regarding the improvement of the Internal Troops' activities, structure, staffing, as well as the regulatory legal framework governing their activities, the implementation of organizational measures, and development, mobilization, deployment, and application plans;
- takes measures in cooperation with the body (institution) determined by the relevant executive authority for the manning of the Internal Troops with conscripted military personnel, and also resolves issues of admission to active military service;
- issues orders, directives, and instructions, and approves relevant documents in cases provided for by normative legal acts;
- approves the plans for combat readiness, operations, and scientific research of the Internal Troops, as well as combat training programs;
- submits proposals to the body (institution) determined by the relevant executive authority regarding the appointment or dismissal of candidates for positions requiring higher military ranks, the awarding of higher military ranks, the approval of staffing for military and civilian positions in the Internal Troops' management body, including colonel and lieutenant colonel positions in special purpose educational institutions, military units, and subdivisions, and making changes to them; approves staffing for military rank positions up to and including major in special purpose educational institutions, military units, and subdivisions;
- appoints and dismisses officers to military rank positions up to and including major, and discharges them from active military service to the reserve or retirement;
- awards subsequent military ranks to officers (excluding the initial officer rank and officer ranks awarded as an incentive) up to and including major;
- appoints and dismisses warrant officers and military personnel serving beyond the conscription period, awards them military ranks, and also deprives other military personnel (except officers) of military ranks, and discharges them from active military service to the reserve or retirement;
- hires and dismisses civilian employees;
- takes measures to enhance the moral and psychological readiness of personnel and strengthen military discipline;
- within his powers, rewards, decorates, imposes disciplinary responsibility on military personnel and civilian employees of the Internal Troops, and ensures the implementation of other accountability measures;
- concludes contracts for the provision of weapons, special means, combat equipment, and special equipment to the Internal Troops in accordance with the Law of the Republic of Azerbaijan "On Public Procurement";
- within his powers, takes measures to ensure the joint activities of the Internal Troops and internal affairs bodies involved in ensuring the regime of a state of emergency or martial law, and in eliminating the consequences of circumstances that led to the imposition of a state of emergency, as well as a social emergency environment;
- familiarizes himself with materials on the inspection of the Internal Troops' activities, approves the opinions provided on these materials, and takes measures to eliminate identified violations (deficiencies) and bring responsible persons to accountability;
- takes measures related to the international military cooperation activities of the Internal Troops.
