A procedure for issuing certificates to individuals who have not completed any stage and level of education for various reasons has been approved.
The editorial office reports that Prime Minister Ali Asadov signed a decree regarding this.
Thus, individuals who have not completed any stage and level of education for various reasons will be issued a certificate created in electronic document form in accordance with the requirements of the Law "On Electronic Signature and Electronic Document" within the "Centralized Education Information System" (CEIS).
Information indicated in the certificates can be submitted (obtained) through the Electronic Government Information System (EGIS).
The submission of information indicated in these documents through EGIS is considered equivalent to the submission of those documents.
The following individuals are considered persons who have not completed any stage and level of education:
- Individuals who have not completed the relevant levels of the general education stage, having not continued their education after completing any grade at the general secondary and full secondary education levels, or whose knowledge in a subject (subjects) has not been assessed due to not participating in classes in any academic year, or who have not participated in the final attestation;
- Individuals who have not fulfilled the requirements stipulated by the education program of the relevant specialty at any level of vocational education, or have not fully accumulated the required credits for the higher technical vocational education level, or have not participated in the final assessment at the initial vocational and technical vocational education levels and received a failing grade, or have been expelled from the educational institution;
- Individuals at the undergraduate (basic (core higher) medical education) or master's (residency) level of higher education who have not accumulated the credits determined by the education program for the relevant specialty, or have changed their educational institution, specialty, or form of study without legal grounds and have been reinstated to the institution, or whose information in their diploma or diploma supplement is inconsistent with the documents establishing their legal basis, or who have been expelled from the educational institution (in the case of residency, from the higher medical education and scientific institution, or a medical institution designated as a clinical base for the training of residents by the Ministry of Health of the Republic of Azerbaijan), as well as individuals at the doctoral (adjunct) level who have not submitted their dissertation for preliminary discussion within the normative period of study or have not fulfilled their individual work plan.
