Mirhasan Seyidov, the head of the Neftchala District Executive Power, held his first mobile reception for 2026 with the residents of Khol Garagashli village in the Neftchala district.
Responsible employees of the District Executive Power, representatives of law enforcement agencies, heads of departments, enterprises, and organizations, members of martyr families, war participants, and representatives of the village community attended the mobile reception.
The memorial complex built in honor of the martyrs in Khol Garagashli village was visited, and bouquets of flowers were laid before it.
First, the souls of the Great Leader Heydar Aliyev and the servicemen who died defending the territorial integrity, independence, and constitutional order of the Republic of Azerbaijan were commemorated with a minute of silence.
During the mobile reception, the representative for the Khol Garagashli village administrative-territorial district delivered a speech, providing attendees with a detailed report on the socio-economic situation of the village, the employment status of the population, infrastructure provision, and the landscaping and construction work carried out in the village territory during 2025.
The speakers provided detailed information to the participants on the topic "The 'Year of Urban Development and Architecture' - A Manifestation of Azerbaijan's Successful and Sustainable Development." It was stated that the "Year of Urban Development and Architecture" is an important manifestation of Azerbaijan's successful and sustainable development strategy. This initiative combines the application of modern urban development principles, the preservation of historical and cultural heritage, and the promotion of innovative architectural solutions in our country. A human-centered approach, ecological balance, and the development of functional infrastructure not only increase the competitiveness of cities but also improve the quality of life for citizens. Projects implemented within the framework of this year strengthen regional development, expand the concepts of "smart city" and "green space," and form a sustainable environment for future generations.
In his speech, Mirhasan Seyidov, the head of the Neftchala District Executive Power, noted that by the Decree of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, dated December 22, 2025, 2026 has been declared the "Year of Urban Development and Architecture" in our country. The "Year of Urban Development and Architecture" is an important component of our country's socio-economic development strategy and holds special significance in terms of shaping a modern urban environment, preserving historical and cultural heritage, and applying sustainable development principles. This initiative ensures the implementation of systematic reforms in the field of urban development and the elevation of architectural activity to a qualitatively new stage in line with the state's long-term development priorities.
The head of the District Executive Power stated that the large-scale urban development projects implemented in recent years, the renewal of the social infrastructure of the regions, the construction of modern residential complexes, and the application of the "smart city" concept demonstrate the successful realization of Azerbaijan's sustainable development model. At the same time, the harmonization of national architectural traditions with modern architectural styles enriches the aesthetic appearance of cities and meets the demand for a comfortable and safe living environment for people. The work carried out within the framework of the "Year of Urban Development and Architecture" serves to regulate urbanization processes based on the principles of preserving ecological balance, efficient use of resources, and improving social welfare. The head of the District Executive Power stated that against the backdrop of the new geopolitical realities created in the region after the 44-day Patriotic War, which ended with victory, the continuation of the concept of restoring historical justice by the Victorious Supreme Commander-in-Chief Ilham Aliyev is to ensure the Great Return of internally displaced persons and refugees. He also spoke about the importance of the mission to restore the national-spiritual values and rights of the Azerbaijani people. He emphasized that the Victorious Supreme Commander-in-Chief, Mr. Ilham Aliyev, gave serious instructions in this regard during his meeting with members of the West Azerbaijan Community. He also noted that the position taken by the head of state towards restoring the rights of the Azerbaijani people and gaining international recognition for the rights of the West Azerbaijan Community poses serious tasks for historians and lawyers.

During the mobile reception, citizens raised issues related to the cleaning of drainage systems, unemployment, repair of intra-village roads, improvement of the family health center's operation, increasing and repairing the number of water springs in the village territory, self-employment programs, and other social issues. The raised issues were heard individually for each appeal, discussed in detail, and relevant instructions were given to the relevant bodies for their resolution.
Citizens expressed their gratitude to the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, and the First Vice-President, Mrs. Mehriban Aliyeva, for the high attention and care shown, as well as for the landscaping and construction work carried out in the district.
