State Services to be Provided on a Unified Platform – "mygov"

The formation of the “mygov” platform as a single address will serve to strengthen Azerbaijan's digital sovereignty in the future and transition state-citizen relations to a more operational and reliable level.

The ideas voiced by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, at the meeting dedicated to the unified action plan titled “Azerbaijan's New Digital Architecture” regarding the provision of state services through a unified platform – “mygov” – indicate that digital governance in the country is entering a new phase. The head of state's approach aims to eliminate fragmentation in governance, centralize services, and increase citizen satisfaction. In recent years, various ministries and state institutions have created separate electronic platforms and mobile applications. These initiatives have spurred the digitalization process and enabled the electronic delivery of services in many areas. However, the existence of numerous parallel platforms has created certain challenges for both citizens and state institutions. Separate registration procedures, different interfaces, and databases across various systems lead to additional time loss and confusion for citizens. As emphasized by Mr. President, this process must now be conducted in a coordinated and centralized manner. State services should be provided on a unified platform – “mygov” – and all institutions should be integrated into this system. This will both increase efficiency in governance and create conditions for more rational use of state resources. Providing services from a single center creates several important advantages: Convenience and transparency for the citizen: All services become accessible through one address. The citizen does not have to search for which institution to apply to, but simply logs into the “mygov” platform and selects the required service. Savings in time and resources: The need for separate registration and identification for various applications is eliminated. Integration of data: Information exchange between state institutions accelerates, and repeated document requests are reduced. Cybersecurity and control: A centralized system provides more effective opportunities for the implementation of unified security standards and data protection. The head of state also noted in his speech that the experience and results obtained from the platforms created so far are valuable.

The goal is not simply to abolish these platforms, but to integrate their best functions and technological advantages into the “mygov” system. The specialists and human resources involved in the development of these systems should also be involved in the overall process. This approach serves both to preserve institutional memory and to efficiently utilize professional resources. Thus, the consolidation of state services in a single center is not just a technical change, but a renewal of the governance philosophy. This is an important stage in the transition to a digital state model. The goal is to build a citizen-oriented, agile, transparent, and modern governance system.
