“Unequal competition in the advertising market creates certain difficulties for the TV and radio sectors. Currently, one of the issues causing concern in this area is the de facto takeover of the Azerbaijani TV and radio advertising market by digital platforms, especially “TikTok”, “Meta”, “Google”, and other global resources. As a result, the revenues of local TV and radio stations are decreasing because advertising budgets are going abroad through these digital platforms.”
This was stated by Member of Parliament Elchin Mirzabeyli during his speech at today's plenary session of the parliament.
The MP stated that if tax concessions are applied to some media resources, it would be appropriate to consider a similar approach for TV and radio:
“This could include significant support mechanisms such as duty exemptions for the purchase of technical equipment, temporary reduction of profit tax for media entities, or the application of limited concessions for the first 5 years, if deemed appropriate. This also means an increase in investment opportunities in the said sector.
At the same time, in my opinion, foreign digital platforms should be subjected to fair taxation and obligations. To protect local media and ensure fair competition, a digital advertising tax should be imposed on foreign digital platforms, and obligations such as opening a local founder or representative office, and a local server and representation should be imposed on “TikTok”, “Meta”, “Google”, and other global resources. Furthermore, they should be required to comply with child content regulations.
I believe that these steps, listed above, can significantly contribute to reducing the burden on the state budget, regulating the advertising market, and ensuring information security.” (Bizim.Media )
