President Ilham Aliyev has signed a decree on additional measures for the digitalization of import-export, transit, transport, and logistics activities.
According to the decree, a "One Window" information system will be created to improve the state management mechanism in the field of foreign trade regulation, effectively coordinate the activities of state bodies (institutions), create a fully digital environment based on a single entry point for import-export, transit, transport, and logistics operations, and implement a "smart" system for managing cargo flows.
The system ensures the following for conducting foreign trade activities:
- Submission of required documents, including commercial and transport documents;
- Electronic preparation of required documents and information regarding vehicles and goods being transported;
- Provision of information on border crossing procedures, transportation rules, and conditions, as well as acceptance and response to user inquiries;
- Electronic conclusion of cargo transportation agreements, as well as submission of concluded agreements;
- Tracking of transported goods throughout their entire movement route;
- Making payments, as well as obtaining statistical information related to these activities;
The functions of the system owner are carried out by the Cabinet of Ministers, and the functions of the operator are carried out by the Ministry of Digital Development and Transport (MDDT).
Information exchange between the system and the information systems and reserves of various state services, including licenses and permits (including certificates and attestations related to conformity assessment), customs, tax, food safety, agriculture, road transport, state registration and accounting of taxpayers, identification of individuals, entry, registration, and exit from the country, as well as information systems and reserves of organizations operating in civil aviation, railway, and maritime transport, and payment service providers (credit institutions) and insurance organizations for payments, civil liability, and cargo insurance, is conducted through the Electronic Government Information System within the limits established by the country's normative legal acts (regulating the composition and legal basis of data exchange).
The Cabinet of Ministers must prepare and submit the draft statute of the System to the head of state within 9 months, prepare and submit its proposals to the President for improving normative legal acts to ensure the digitalization of activities in the import-export, transit, transport, and logistics sectors, taking into account international experience, take necessary measures to ensure the functioning of the System based on the proposals of the MDDT and the State Customs Committee, and resolve other issues arising from the decree.
The MDDT must take the necessary measures for the maintenance, organization, and development of the System, ensure its placement, maintenance, and improvement within the "Government Cloud" (G-cloud) in accordance with the "Government Cloud" (G-cloud) Concept" approved by the President's decree dated June 3, 2019, as well as take measures for its inclusion in the "Unified Register of State Information Resources, Systems, and Electronic Services" and the state register of information systems for personal data, and submit a monthly report on operations conducted through the System to the owners (holders or operators) of the information systems and resources integrated with it.
The MDDT and the State Service of Special Communication and Information Security must ensure the implementation of measures arising from the requirements of the President's decree dated September 12, 2018, "On the approval of the Rules for the formation, maintenance, integration, and archiving of state information resources and systems, and on certain measures related to e-government."
