Concept for a new Financial Management System to be developed in Azerbaijan

The development of a new Integrated Financial Management Information System (IFMIS) concept is planned in Azerbaijan.

According to the information, a "Korea-Azerbaijan IFMIS Seminar" was held at the institution jointly with South Korea's Fiscal Information Service. The goal is to accelerate the digitalization process of financial management, get acquainted with advanced international practices to further strengthen state financial control, support the development of a new Integrated Financial Management Information System (IFMIS) concept for Azerbaijan, and study the "dBrain+" experience.

Speaking at the opening of the seminar, Natig Hasanov, Head of the Apparatus of the Ministry of Finance, provided information about the large-scale digitalization process carried out recently and noted that the work done in this direction has already entered a complex transformation stage covering all levels of public administration. It was noted that the Decree of the President of the country dated August 25 "On additional measures related to the organization of efficient management of public finance" forms a very serious legal and institutional basis for further accelerating digital reforms in the field of financial management. With that decree, specific tasks were given for the modernization of processes covering budget planning, execution, accounting, public debt management, and audit with a unified approach.

The Head of the Apparatus noted that during the visit of Ministry of Finance employees to Korea in the summer months, their acquaintance with the "dBrain+" systems, studying the institutional management model, and on-site investigation of implemented solutions provided extremely valuable experience for the Ministry of Finance.

In turn, Seok Ho Yoon, President of the Korea Fiscal Information Service, emphasized that his country's relevant institutions are ready to closely support the process of sharing experience and advanced technological solutions with Azerbaijan.

Within the framework of the seminar, the Korean side made presentations on "dBrain+", the "e-Naradoum" government subsidy management system, and the activities of the Korea Economic and Financial Cyber Security Center.

The Azerbaijani side, in turn, delivered a presentation on the structure of the country's current Digital State Information System, existing information systems, and key areas requiring reform.
