The next plenary meeting of the autumn session of the National Assembly was held.
The draft Law of the Republic of Azerbaijan "On Public Services," included in the agenda of the meeting, was approved in the first reading.
The draft law, consisting of 5 chapters and 20 articles, defines the organizational, legal, and economic foundations of activities in the field of public services, and also regulates relations in the provision of public services.
The draft envisages the application of the citizen-oriented approach and ASAN service principles such as transparency, courtesy, responsibility, convenience, and innovativeness, which are implemented in ASAN Service during the provision of public services, to all public services.
In addition, according to the document, evaluation results based on the "ASAN service" index are envisaged as a quality control mechanism for public services. Thus, according to the draft, evaluation results for each year are submitted to the President of the Republic of Azerbaijan and service providers. Service providers must take necessary measures to improve public services and eliminate identified shortcomings.
According to the draft, the provision of public services will only be permitted after information on that service is entered into the Electronic Register of Public Services.
At the meeting, Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, spoke and brought to attention information about the work done by "ASAN service" in recent years. He stated that "ASAN service" is currently evaluated by the UN as the best model in the field of public services, has been exported to more than 30 countries, and that centers based on "ASAN service" operate in 6 countries. The Chairman of the State Agency stated that the tasks set by the President of the country before "ASAN service" will continue to be successfully implemented, and that the public services register and the "ASAN index evaluation system" will play an important role in improving public services.
