The update to the composition of information reflected on identity cards has been adopted in the final reading
The Milli Majlis (MM) approved the proposal to add residence and citizenship information to the data shown on identity cards in the final reading.
“Report” informs that the proposed draft amendment was discussed at today's meeting of the parliament's extraordinary session.
It was noted that the draft amendment was prepared with the aim of aligning the identity card of an Azerbaijani citizen with the requirements of International Civil Aviation Organization (ICAO) standard No. 9303, as well as eliminating some difficulties encountered in the use of identity cards.
According to information, the identity card of an Azerbaijani citizen is also used as a travel document (in relation to Turkey). The absence of information about the person's address on the identity card causes some difficulties in its use. In this regard, the necessity arose to amend the form of the identity card and the scope of information contained therein. Therefore, it is proposed to update the composition of information reflected on the identity card.
Thus, residence and citizenship information will be added to the data shown on the identity card. At the same time, it is proposed to store only more essential information on the electronic carrier (chip) compared to the previous version.
Another proposed change is that the citizen's marital status, parents, children, military duty, and other information will no longer be stored directly on the electronic carrier, but rather through IAMAS (inter-agency automated information-retrieval system) and will be cryptographically protected. The cryptographic protection of information related to identity cards aims to ensure their confidentiality, integrity, and protection against unauthorized interference.
The draft law also proposes changes to the rules for issuing identity cards.
Changing the place of residence is added to the cases where the identity card must be replaced. Furthermore, if a technical or content-related error is found in the identity card or its electronic carrier, the correction is intended to be carried out without levying a state fee.
Thus, these proposed changes will ensure that information related to identity cards is managed in more modern, secure, and flexible systems, as well as simplifying documentation procedures and services for citizens.
The draft amendment was put to a vote and adopted in the third reading.
