Today marks 14 years since the establishment of the State Service for Mobilization and Conscription, which contributes to the country's military development.
The service, which has achieved success in organizing mobilization readiness and work, registering citizens for initial military service, preparing for and conscripting citizens for active military service, educating youth in a spirit of military patriotism, as well as receiving citizens and reviewing their appeals, ensuring citizen satisfaction, improving the legislative framework, combating corruption, and staffing the service with more capable and educated personnel, and strengthening its material and technical base, was established by the decree of the President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces Ilham Aliyev, dated February 13, 2012.
A number of innovations and measures have been implemented by the service during 2025. The service, which aims to fulfill the responsible and honorable duties defined by the victorious Supreme Commander-in-Chief with dignity, has achieved new successes in carrying out its legally defined tasks, including ensuring citizen satisfaction and transparency.
In accordance with the relevant legislation, the organization of mobilization readiness and mobilization work is one of the main tasks assigned to the service. In order to complete the Armed Forces with military personnel and military vehicles during mobilization and wartime, regular exercises have been conducted to call up reserve resources assigned to commands and send them to military unit reception points. Furthermore, training assemblies have been continued jointly with the Ministry of Defense based on last year's training plan to further develop the combat readiness, knowledge, and skills of reservists, as well as to improve their practical abilities.
The dispatch of conscripts for active military service, one of the important directions of the service's activity, has also been successfully continued in 2025 in accordance with the Decree of the President of the Republic of Azerbaijan. The Armed Forces have been qualitatively staffed with active military servicemen during the January, April, July, and October conscriptions. Meetings of the Central Conscription Commission have been held at the service's apparatus to coordinate relevant work regarding the conscription process for active military service.
One of the main directions of conscription for active military service is the education of youth of pre-conscription age in a spirit of military patriotism, maintaining the physical and psychological status of conscripts, who will be tomorrow's soldiers, at a high level, and promoting a healthy lifestyle among adolescents and youth. For this purpose, a series of meetings for youth were held in 2025 in the districts of Sabirabad, Shabran, Shaki, Astara, Lerik, Shamkir, Goygol, Aghstafa, Khachmaz, Imishli, and Kurdamir with the participation of high school students. In addition, military-patriotic events and military-sports games were organized in coordination with pre-conscription training leaders across the republic. Seminars and exemplary lessons were organized in all regions of the republic to provide recommendations to young people on instilling initial military knowledge and conducting comprehensive pre-conscription training, by individuals working as pre-conscription training leaders in educational institutions.
One of the main priorities of the service is to maximize the use of modern technologies to minimize face-to-face contact with citizens, ensure efficiency, and provide citizen satisfaction, with the aim of all future services being provided electronically. Currently, 6 types of certificates provided by the service are available to citizens through the "MyGov" platform.
In accordance with the amendment to the relevant law, the application of new provisions for the initial military registration of male citizens who have reached the age of 15, and the acquisition of required documents through integration from the electronic systems of relevant state bodies, also serves to minimize face-to-face contact with them, as well as their parents and legal representatives, and to increase transparency in this area. Thus, the abolition of the paper-based certificate of initial military registration and the electronic sending of the initial military registration commission's decision and other information to citizens necessitates the creation of electronic cabinets on the "MyGov" platform. Furthermore, a number of processes within the service's apparatus and structural divisions have been fully automated and are carried out digitally. The service has ensured the acceleration of the transition to a "paperless government" and the implementation of digital governance by using advanced information and communication technologies in the operational organization of document flow between state bodies and in the field of record-keeping.
Over the past year, citizen receptions were held by the Head of the Service, Major General Mursal Ibrahimov, in addition to Baku, in the cities of Sumgayit, Shirvan, Lankaran, Sabirabad, Tartar, Tovuz, Goygol, Gakh, Aghsu, Nakhchivan, Mingachevir, and Khachmaz to hear appeals within the service's jurisdiction and resolve relevant issues. A total of 103 citizens were received at the service's apparatus, including 44 families of martyrs and 72 war veterans, and 298 citizens were received in the regions of the republic. Additionally, over 25,000 appeals were received by the call center established to promptly and objectively investigate and respond to citizens' inquiries over the past year.
As in previous years, in 2025, systematic measures were implemented to increase transparency in the service's activities, eliminate factors creating opportunities for corruption, and enhance citizen satisfaction. Thus, disciplinary and organizational-staffing measures were taken against 172 employees in 2025 for illegal actions and abuse of official powers, including 9 employees who were dismissed or had their employment contracts terminated for negative reasons. In total, materials collected in 44 cases concerning 93 individuals were sent to the Prosecutor General's Office of the Republic of Azerbaijan for procedural decision-making last year.
Certain measures were also organized to expand and develop international relations. In 2025, a delegation led by the Secretary General of the National Security Council of the Republic of Turkey, Okay Memiş, who was visiting Azerbaijan, as well as a delegation from the Ministry of Defense of the Republic of Uzbekistan, paid a service visit, and an exchange of views was held to develop cooperation.
The State Service for Mobilization and Conscription, which has always approached the families of martyrs and war veterans, and their appeals with sensitivity, continues this tradition today, visiting them on significant dates and keeping them under constant attention. The service organized an event for the children of martyrs who sacrificed their lives in the struggle for the sovereignty and territorial integrity of the Republic of Azerbaijan, on the occasion of June 1 - International Children's Day.
The service has also attached great importance to the development of its military personnel and employees. For this purpose, a number of training sessions and exercises, including examination and attestation programs, were conducted for the service's personnel during 2025. Various rotations and promotions were carried out to develop employees and military personnel. Military personnel who distinguished themselves in the service were awarded next military ranks and medals, and civilian employees received honorary diplomas and medals. Furthermore, veterans who participated in the 44-day Patriotic War were accepted into active military service and employment last year.
Work continued in 2025 to improve the material and technical support base of the service. Thus, more modern computers and other technical equipment were purchased to increase the efficiency of work at the service's apparatus and local structural divisions. The service's vehicle fleet was also updated with the purchase of buses and cars for the transportation of conscripts and military personnel.
The personnel of the State Service for Mobilization and Conscription, whose main principles are loyalty to the Motherland, care for people, and most importantly, respect for national-moral values, will continue to remain loyal to the ideas of our national leader Heydar Aliyev, justify the trust of President and Supreme Commander-in-Chief Ilham Aliyev, and work with all their might to implement the set tasks at a high level.
