Throughout the day, we frequently encounter people selling fruits, vegetables, and various products on the streets. Some consider this illegal, while others deem it completely normal and do their daily shopping from these vendors.
So, does the law permit street vending, or is this activity restricted by certain rules?
Lawyer Ramil Suleymanov stated in an explanation to Ölkə.az that street trade is prohibited by law in the Republic of Azerbaijan, and according to Article 454 of the Code of Administrative Offenses, individuals engaged in street trade are fined 80 manats:
"However, Baku is the only city where rules for mobile trade have been established. According to the rules, it is possible to conduct trade or designate points of sale only in locations determined by the Baku City Executive Power.
But at the same time, I want to emphasize that our citizens must absolutely register with the tax authorities in the relevant area and pay taxes appropriately based on their income, without evading taxes. I would like to note that street trade is not regulated by legislation or internal rules in other regions and cities. Therefore, street trade is not permitted in those areas."
