The Italian government favors a cautious approach to the use of frozen Russian assets. This issue was emphasized by Italian Prime Minister Giorgia Meloni in her speech in parliament ahead of the European Union (EU) summit. This speech concerned the fate of frozen Russian assets, which are planned to be discussed at the EU summit.

She also stated that they are not alone in this matter. According to earlier reports in the Italian press, Meloni is skeptical about providing Russian assets to Ukraine as a loan.
At the same time, Meloni emphasized that support for Kyiv would remain unchanged. However, she reiterated once again that sending troops to Ukraine is not envisioned. The Prime Minister stated that each country in the coalition of the willing would contribute according to its own discretion. Italy has explicitly stated that it will not send its troops. Meloni also noted the importance of an equal distribution of forces to ensure security along both the eastern and southern borders of NATO.
