A significant step has been taken towards the development of digital government infrastructure in the country. By a Decree of President Ilham Aliyev dated August 12, 2025, the Regulations of the Electronic Government Information System (EHIS) have been approved. This document defines the legal, organizational, and technological foundations of the system's operation.
According to the Regulations, the functions of the owner of EHIS will be carried out by the Ministry of Digital Development and Transport of the Republic of Azerbaijan.
The system consists of eight main subsystems that ensure digital governance in various directions. These subsystems include “Unified Utility Services,” which collects, processes, analyzes data on utility services, and provides centralized electronic services; “Digital Consent,” which ensures the processing and transfer of personal data only with legal consent; “Digital Executive Power,” which manages the electronic services and guardianship-patronage decisions of local executive authorities; “Registry of Non-Normative Legal Acts of Heads of Local Executive Authorities,” which forms a unified database of adopted non-normative legal acts; “Digital Document Circulation,” which ensures secure real-time document exchange between state bodies; “Unified Register of State Information Resources, Systems, and Electronic Services,” which combines all state information resources into a single database; “Digital Data Exchange,” which carries out secure data exchange between state information systems; and “Unified Login,” which provides unified authentication with advanced certified enhanced electronic signatures and other identification tools.
Services in EHIS will be provided on a “single window principle” through the “mygov,” “mygov biznes,” “Open Data,” and “Geoportal” portals. It should be noted that state services to entrepreneurial entities will be provided through the "mygov Biznes" portal. Through the “Digital Consent” subsystem, it will be possible to share personal data with entrepreneurial entities on a legal basis, and the services of entrepreneurial entities can be provided through the “mygov” and “mygov Biznes” portals. Additionally, citizen applications and information requests can be submitted via the “mygov” portal. Furthermore, services will be accessible via mobile applications, virtual assistants, and other digital channels. These capabilities, based on user-oriented approach and convenient interface principles, will simplify the use of digital services for citizens and businesses.
The implementation of the new Regulations will not only increase digitalization in public administration but also enhance the speed and accessibility of services, strengthening coordination among state bodies. As a result, time and resource savings will be ensured for citizens, the state, and businesses alike.
