It is reported that a new regulation bringing important changes for car owners will come into force from the beginning of 2026. These changes aim to further protect drivers' rights by reviewing the existing rules in the insurance system. This news will provide a new direction for car owners' approach to insurance matters.

Redaksiya reports that the new regulation, which will come into effect on January 1, 2026, concerns the prior purchase of a new vehicle and the subsequent sale of a vehicle with a favorable tier. In these situations, the possibility of transferring the favorable tier to the new vehicle will be created. Within this framework, insured individuals who sell a vehicle with a favorable tier from January 1, 2026, will be able to request a tier adjustment by contacting their agencies or insurance companies. If no request is made, the said adjustment will be automatically implemented by the system during the policy renewal period. The same application will be valid for insured individuals with unfavorable tiers.

It is emphasized that according to the Law on Road Traffic and relevant legislation, the legal liability arising from the operation of motor vehicles belongs to the user of the motor vehicle, and the compulsory motor vehicle insurance policy is also drawn up in the user's name. In the current practice, since it is not possible to draw up road traffic insurance specifically for the driver, in cases where a person owns more than one vehicle, the drivers who will use the vehicles are not taken into account at the stage of policy issuance. This situation results in the next insurance policy starting from the 4th tier for our citizens who own more than one vehicle.

It is reported that alternative model work is being carefully continued with relevant stakeholders regarding the issuance of insurance policies based on the driver, regardless of the user, in order to implement a system that more clearly and fairly distinguishes between a good driver and a risky driver in road traffic insurance. After the completion of the said work, the results obtained and details regarding the regulatory proposals will be shared with the public.

In a statement from the Insurance Regulatory and Supervisory Agency (SEDDK), it is noted that some media outlets have published reports stating that the no-claims bonus in compulsory motor vehicle insurance is entirely linked to the driver, regardless of the vehicle, and that when a second vehicle is purchased, the insured's favorable tier will be applied instead of the entry tier. The statement reminds that currently, citizens can transfer their no-claims bonus rights to new vehicles when they change their vehicles.
