On September 1, 2025, the OSCE Ministerial Council adopted a decision on the closure of the OSCE Minsk Process and its related structures.
This was reported by the Ministry of Foreign Affairs of Azerbaijan (MFA).
It was stated that, in accordance with the joint appeal letter addressed to the OSCE Chairperson-in-Office by the Foreign Ministers of Azerbaijan and Armenia within the framework of the meeting held in Washington D.C. on August 8, 2025, at the invitation and with the participation of the US President, the activities of the OSCE Minsk Process, the Personal Representative of the OSCE Chairperson-in-Office on the conflict dealt with by the OSCE Minsk Conference, and the High-Level Planning Group have been terminated as of September 1.
The OSCE Secretariat has been tasked with finalizing the organizational and technical issues arising from the closure of the aforementioned structures no later than December 1, 2025.
The decision also declared all previous decisions adopted within the OSCE framework regarding the former Armenia-Azerbaijan conflict null and void.
Thus, the irrelevance of these institutions, which were once established to resolve the Armenia-Azerbaijan conflict, in the new circumstances created by the resolution of the conflict, has been accepted by all OSCE participating states, and their closure has been formalized.
The adoption of this decision is not only an indicator of the international recognition of the reality regarding the Republic of Azerbaijan's restoration of sovereign control and territorial integrity over its formerly occupied territories, thereby ending the Armenia-Azerbaijan conflict, and the peace agenda put forward by Azerbaijan, but also a significant step towards the practical implementation of the agreements reached between Azerbaijan and Armenia concerning the normalization process at the Washington meeting on August 8, 2025.
The Republic of Azerbaijan will continue its principled and consistent position based on international law towards strengthening peace and stability in the region.
