On December 6, a meeting was held at the Milli Majlis with the winners of the "Yukselish" competition as part of the "Year of Constitution and Sovereignty." The meeting was dedicated to the theme "National Leader Heydar Aliyev is the author of the Constitution of independent Azerbaijan."
Fərid Hacıyev, Head of the Parliament's Administration, welcomed the guests on behalf of Speaker Sahibə Qafarova, stating that a series of events are being held at the Milli Majlis within the framework of the "Year of Constitution and Sovereignty" in accordance with the order of Mr. President Ilham Əliyev, dedicated to the theme "National Leader Heydar Aliyev is the author of the Constitution of independent Azerbaijan."
The Head of Administration presented a slideshow presentation on the theme "National Leader Heydar Aliyev is the author of the Constitution of independent Azerbaijan." The presentation reviewed the history of constitutional development in Azerbaijan and highlighted the work done by Heydar Aliyev during his leadership of the Azerbaijan SSR to constitutionally guarantee our national statehood traditions, the people's national identity, and statehood consciousness. The historical services of the Great Leader Heydar Aliyev, who returned to the country's leadership in 1993 at the insistent demand of the Azerbaijani people, in strengthening the modern independent Azerbaijani state, preserving state independence, and preparing our first national constitution, which forms the constitutional basis for future development, were presented in detail to the event participants. It was specifically emphasized that these processes created the strong foundation of Azerbaijani statehood today.
It was stated that today our people, under the leadership of President, Victorious Commander-in-Chief Ilham Əliyev, are experiencing the proud triumph of the full restoration of our territorial integrity and state sovereignty, as well as the ensuring of the legal force of the Constitution of the Republic of Azerbaijan throughout the country. The holding of presidential and parliamentary elections for the first time throughout the territory of Azerbaijan in 2024 was assessed as one of the brightest manifestations of this historical reality.
At the meeting, Fərhad Hacıyev, Deputy Minister of Youth and Sports and head of the "Yukselish" competition's Working Group, thanked Speaker Sahibə Qafarova for the conditions created for familiarization with the Milli Majlis. He informed about the mission of the "Yukselish" competition, stating that broad opportunities are created for the winners to develop their leadership skills, gain experience in state institutions, and demonstrate their knowledge and abilities in their future activities.
Then, Anar İsgəndərov, Chairman of the Milli Majlis Committee on Science and Education, and Şahin İsmayılov, Chairman of the Committee on Youth and Sports, spoke, noting the important role of the "Yukselish" competition in strengthening the country's human capital. The deputies emphasized that this initiative is an important platform for identifying knowledgeable youth with high potential and strengthening the professional cadre potential in state administration.
During the event, which continued with an exchange of ideas, the questions of the competition winners were answered in detail. They were informed about the functions, activities, structure, decision-making mechanisms of the Milli Majlis, and digitalization and innovative approaches in the legislative system. At the same time, recommendations were conveyed to the competition winners to continue their consistent efforts in preserving statehood traditions, deeply studying the essence of the Constitution, and improving their knowledge and skills.
Deputy Heads of the Milli Majlis Administration Yaşar Əməşov and Rüstəm Mahmudov, as well as responsible employees of the parliament, participated in the meeting.
Within the framework of the event, the winners of the "Yukselish" competition also familiarized themselves with the Administrative Building of the Parliament.
During the tour of the building, the guests visited the memorial hall named after Heydar Aliyev and viewed exhibits reflecting various periods of the Great Leader's life and political activity. During the tour of the Parliament's plenary session hall, they were informed about the working conditions created there and the conduct of sessions. In the foyer of the Milli Majlis, the guests were introduced to the "Victory Corner," created on the initiative of Speaker Sahibə Qafarova and dedicated to the victory won in the Patriotic War.
