The Head of Neftchala Executive Power met with residents of Khilli settlement

Mirhasan Seyidov, Head of Neftchala District Executive Power, held his next mobile reception with the residents of Khilli settlement in Neftchala district. The mobile reception was attended by responsible employees of the District Executive Power, heads of law enforcement agencies, departments, enterprises, and organizations, members of martyrs' families, war participants, and representatives of the rural community.

In the courtyard of Khilli Settlement Secondary School No. 1, a monument dedicated to the memory of our martyrs was visited, and bouquets of flowers were laid before it.
First, the souls of National Leader Heydar Aliyev and military personnel who were martyred during the defense of the territorial integrity, independence, and constitutional structure of the Republic of Azerbaijan were commemorated with a minute of silence.

During the mobile reception, the representative for the Khilli settlement administrative territorial district delivered a speech, presenting a detailed report to the participants on the socio-economic situation of the settlement, the employment status of the population, infrastructure provision, and the landscaping and construction works carried out in the village area during 2025.

The speakers provided detailed information to the participants on the topic “April Battles – the glorious path leading to historical Victory.” It was stated that the military operations carried out by the Azerbaijani Army in April 2016, which went down in history as the “April Battles,” hold a special place in the heroic chronicle of our nation. These battles demonstrated Azerbaijan's strength, will, and determination to fight for justice against the long-standing occupation. During these military clashes, which lasted from April 2 to 5, the Azerbaijani Armed Forces conducted counter-offensive operations in various directions of the front, liberating a number of strategic heights and settlements. The liberation of the Lələtəpə height, in particular, held great military and psychological significance. As a result of this victory, life returned to the village of Cocuq Mərcanlı, and this became the first harbinger of the Great Return.

Mirhasan Seyidov, Head of Neftchala District Executive Power, noted in his speech that the April Battles of April 2016 are remembered as one of the glorious pages in Azerbaijani history. During these battles, the Azerbaijani Army gave a worthy response to enemy provocations, liberating strategic heights and important positions, thereby demonstrating our country's military strength and combat capability to the whole world. The successes achieved boosted the morale of our people and further strengthened national solidarity. The April Battles once again proved that the Azerbaijani Army is capable of performing any task with high professionalism. This victory also laid a solid foundation for the great military-political successes achieved in the subsequent period, especially the historical Victory.

The Head of the DEP stated that the foundation for Azerbaijan to possess a strong state and a powerful army was laid by National Leader Heydar Aliyev. As a result of the purposeful policy pursued during his leadership, political stability was ensured in the country, the formation of a regular army began, and a national security strategy was formulated. The development course defined by the National Leader is resolutely implemented today by the President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces, Ilham Aliyev. Under the leadership of President Mr. Ilham Aliyev, the Azerbaijani Army has been equipped with the most modern weapons and equipment, its professional personnel potential has been strengthened, and combat readiness has been brought to the highest level. As a result of the purposeful reforms, the Azerbaijani Army has become one of the strongest armies in the region. The successes achieved in the April Battles further strengthened the fighting spirit of the Azerbaijani people, increased confidence in our army, and are remembered as one of the main stages on the path to historical Victory. These battles also showed that the Azerbaijani people are always ready to fight for the freedom of their lands and are capable of great sacrifices in this path.
Today, the heroes of the April Battles are commemorated with deep respect, and their bravery and courage are presented as an example for the younger generation. All successes achieved by Azerbaijan are based on the unity of the people and the army, national solidarity, and strong statehood principles. The April Battles will live forever in our history as a clear example of this unity and strength.

The Head of the DEP stated that in the context of new geopolitical realities emerging in the region after the 44-day Patriotic War, which concluded with Victory, the continuation of the concept of restoring historical justice by Victorious Supreme Commander-in-Chief Ilham Aliyev is to ensure the Great Return of internally displaced persons and refugees. He also spoke about the importance of the mission to restore the national-moral values and rights of the Azerbaijani people. He emphasized that Victorious Supreme Commander Mr. Ilham Aliyev gave serious instructions in this regard during his meeting with members of the Western Azerbaijan Community. He also noted that the country's leader's stance on restoring the rights of the Azerbaijani people and recognizing the rights of the Western Azerbaijan Community at an international level has placed serious tasks before historians and legal scholars.
The Head of Neftchala DEP informed the meeting participants about the reconstruction works carried out in Neftchala district within the framework of the “Year of Urban Planning and Architecture” in 2026, by the relevant Order of President Mr. Ilham Aliyev.

During the mobile reception, citizens raised appeals regarding the repair of internal settlement roads, social assistance, renewal of the electricity infrastructure, and other social issues. The raised issues were heard individually for each appeal, discussed in detail, and relevant instructions were given to the appropriate institutions for their resolution.

Citizens expressed their gratitude to President of the Republic of Azerbaijan Mr. Ilham Aliyev and First Vice-President Mrs. Mehriban Aliyeva for the high attention and care shown, as well as for the landscaping and construction works carried out in the district.
