The reception for citizens was attended by Mirhəsən Seyidov, Head of Neftçala District Executive Power, responsible officials of the District Executive Power, heads of law enforcement agencies, departments, enterprises, and organizations, families of martyrs, veterans, and village residents.

First, the memory of National Leader Heydar Aliyev and military personnel who became martyrs in defense of the territorial integrity, independence, and constitutional order of the Republic of Azerbaijan was honored with a minute of silence.

A representative from the Boyat village administrative territorial district delivered a speech, providing extensive information about Dördlər and Ballıcallı villages to the meeting participants.

Speakers provided detailed information to the participants on the topic "Azerbaijan's state independence and sovereignty are the most valuable achievements of our people."

It was stated that Azerbaijan's state independence and sovereignty are among the greatest historical achievements of our people. This is the embodiment of freedom and national will. Extensive information was provided to the event participants about the fact that our independence is the foundation of Azerbaijan's political, economic, and cultural development, and that protecting it is the sacred duty of every citizen.
The Head of Neftçala District Executive Power, Mirhəsən Seyidov, noted in his speech that the state independence and sovereignty of the Republic of Azerbaijan are among the highest and most sacred achievements our people have desired for centuries. With the adoption of the "Constitutional Act on State Independence" by the Supreme Soviet of the Republic of Azerbaijan on October 18, 1991, our country entered a new stage in its history. However, strengthening and preserving this independence was not easy. The political crisis, social and economic decline, and the occupation of our lands in the early years of our independence were extremely severe trials for our people.

It was precisely at such a critical moment, at the insistence of the people, that National Leader Heydar Aliyev returned to power in 1993 and took important historical steps for the salvation of Azerbaijani statehood, the protection and strengthening of our independence. Under the far-sighted and resolute leadership of National Leader Heydar Aliyev, stability was restored in the country, fundamental reforms were launched towards building a legal state, and a foreign policy based on national interests was formed. As a result of the National Leader's wise policy, Azerbaijan became known as a reliable partner in the international arena and transformed into an independent state successfully defending its national interests.

Today, Mr. Ilham Aliyev, President of the Republic of Azerbaijan, successfully continues the political course laid by National Leader Heydar Aliyev, further strengthening our state independence and fully ensuring the sovereignty of our country. As a result of the successful domestic and foreign policy pursued under the leadership of President Mr. Ilham Aliyev, Azerbaijan has become a powerful state with influence in the region, the welfare of the people has increased, and our territorial integrity has been fully ensured.

In 2020, under the leadership of Victorious Commander-in-Chief Ilham Aliyev, the valiant Azerbaijani Army achieved a historic Victory in the 44-day Patriotic War, restoring our country's sovereignty and territorial integrity. As a result of the local anti-terror measures carried out in September 2023, the sovereign authority of the Azerbaijani state was established throughout the entire territory of the country.

Today, we proudly note that our state independence is irreversible and eternal. The Azerbaijani people believe in and trust their state, President, and Army. The goal and task ahead is to further develop an independent, sovereign, strong Azerbaijan and to bequeath a more powerful state to future generations.

The Head of the District Executive Power stated that, against the backdrop of new geopolitical realities emerging in the region after the victorious 44-day Patriotic War, the continuation of Victorious Commander-in-Chief Ilham Aliyev's concept of restoring historical justice is to ensure the Great Return of internally displaced persons and refugees. He also spoke about the importance of the mission to restore the national and moral values and rights of the Azerbaijani people.

He emphasized that Victorious Commander-in-Chief Mr. Ilham Aliyev gave serious instructions in this regard during his meeting with members of the Western Azerbaijan Community. He also noted that the country's leader's stance on restoring the rights of the Azerbaijani people and recognizing the rights of the Western Azerbaijan Community at an international level poses serious tasks for historians and legal scholars.
The Head of Neftçala District Executive Power informed the meeting participants about the reconstruction work carried out in Neftçala district.

During the mobile reception, citizens raised their appeals regarding the modernization of the electricity infrastructure, assistance in restoring the football stadium, repair of intra-village roads, and other issues. Citizens' appeals were heard individually, issues were discussed, and relevant instructions were given for their resolution.

Citizens expressed their gratitude to Mr. Ilham Aliyev, President of the Republic of Azerbaijan, and First Vice-President Mrs. Mehriban Aliyeva for the high attention and care shown, as well as for the landscaping and construction work carried out in the district.
