A report meeting was held by the Executive Power of Neftchala Region on the "Results of the socio-economic development of Neftchala region in 2025 and the tasks ahead in 2026."
The event was attended by Məmmədiyə Məmmədov, Head of the 8th territorial sector of the Territorial-Organizational Issues Department of the Administration of the President of the Republic of Azerbaijan, Mirhəsən Seyidov, Head of the Executive Power of Neftchala Region, Members of the Milli Majlis Tənzilə Rüstəmxanlı, Günay Ağamalı, responsible employees of the Apparatus of the Head of the Executive Power of the Region, heads of the YAP, law enforcement agencies, labor collectives of departments, enterprises and organizations, families of martyrs, disabled veterans of war and veterans, elders, and representatives of the public.
Before the event, the majestic monument to the National Leader of the Azerbaijani people Heydar Aliyev, erected in front of the Heydar Aliyev Center in Neftchala region, was visited, and bouquets of flowers were laid at the monument.
First, the dear souls of the Great Leader Heydar Aliyev, as well as the servicemen who were martyred in defense of the territorial integrity, independence, and constitutional order of Azerbaijan, were commemorated with a minute of silence.
Speaking at the event with a comprehensive report, the Head of the Executive Power of Neftchala Region, Mirhəsən Seyidov, noted that the statehood strategy defined by the Great Leader, and the political line based on national interests, are successfully continued today by his worthy successor – the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, in line with the challenges of the time. The glorious victory won in the 44-day Patriotic War, which opened a glorious page in the history of the Azerbaijani people, the large-scale restoration and construction work carried out in the liberated territories, the establishment of modern settlements, and the implementation of important infrastructure projects once again demonstrate the economic power and political will of our state.
In 2025, enterprises, organizations, and individual entrepreneurs operating in the region produced products worth 346844.6 thousand manats, which is 1.1 percent more in comparable prices compared to the same period in 2024. The volume of gross product per capita was 3949.2 manats, an increase of 5.0 percent compared to the same period in 2024. Industrial enterprises and individual entrepreneurs operating in this field produced industrial products worth 86948.6 thousand manats in the reporting year.
In 2025, enterprises and individuals operating in the transport sector transported 428 thousand tons of cargo and 5641 thousand passengers by road, an increase of 5.7 percent in cargo transportation and 6.0 percent in passenger transportation compared to the previous year.
In connection with the implementation of the relevant Decree of the President of the Republic of Azerbaijan "On improving management in the field of digital transformation," a new generation GPON technology-based communication infrastructure was established for 18475 households in 1 city, 3 settlements, and 42 villages of the region, and a high-speed stable internet network was installed.
As a result of measures implemented within the framework of the State Program for the Socio-Economic Development of Regions, 107 new jobs were created in the region during the reporting year, of which 15 were created by new enterprises, 89 by existing ones, and 3 by enterprises and organizations that resumed their activities.
In the reporting year, the gross output of agriculture increased by 6.1 percent compared to the previous year, including a 3.4 percent increase in livestock production and a 9.7 percent increase in crop production.
During the reporting period, a total of 447 million 280 thousand cubic meters of water were lifted from the Kura River and the Akkuşa canal in the region.
For the 2025 agricultural year, contracts were signed with 1419 farmer producers in 5 cotton-growing companies in the region for cotton cultivation on 7167 hectares of land. The average cotton yield in the region was 40 centners, and 28634 tons of product were procured. Cotton yield increased by 7.5 centners compared to the previous year, and as a result, Neftchala region ranked 3rd among cotton-growing regions. This success in cotton cultivation is a record indicator for the last 10 years.
In the reporting year, grain was sown on 32706 hectares in Neftchala region, of which barley accounted for 26618 hectares and wheat for 6088 hectares. Compared to 2024, wheat yield in 2025 was 1.4 centners higher, and barley yield was 3.51 centners higher. In the 2025-2026 agricultural year, a total of 33657 hectares were sown, with 28557 hectares of barley and 5100 hectares of wheat.
With the aim of preserving biodiversity and restoring endangered fish species, more than 334,000 sturgeon and other species of fish fry were raised in 2025 by "Azerbaijan Fish Farm" LLC, "Xıllı balıq" LLC, and "SR Dalğa" LLC operating in the region. In 2025, 100,000 Kur sturgeon fry and 20,000 Caspian trout were released into the sea to protect biodiversity on the Caspian Sea coast.
In the reporting year, 28816.5 thousand manats of funds were directed to fixed capital from all financial sources for the development of the economic and social spheres of the region. Compared to 2024, investment in fixed capital in the region increased by 10443.2 thousand manats, or 56.8 percent.
During the reporting period, embankment repair work with a volume of 57.9 thousand cubic meters over a distance of 1.11 km and protective dam repair work with a volume of 64.1 thousand cubic meters over a distance of 5.72 km were carried out in the territory of the village of Ashagi Surra along the right bank of the Kura River in the region.
Within the framework of "Year of Constitution and Sovereignty" in 2025, the Neftchala Regional Executive Power, in conjunction with relevant bodies, organized educational events, round tables, training programs and surveys, sports events, district-wide conferences and mass events, social and ecological campaigns, and meetings with families of martyrs throughout the year.
The increase in green spaces was a focus in 2025. In total, during the reporting period, 3343 Eldar pines and 2917 oleander bushes were planted in the city. The cleanliness of the areas and the preservation of green spaces were maintained.
Within the framework of "Year of Urban Planning and Architecture" in 2026, a number of various events are planned to be held in the region, and landscaping and construction projects are to be implemented.
The report noted that the social, humanitarian, education, healthcare, and cultural projects implemented at the initiative and leadership of the First Vice-President of the Republic of Azerbaijan, President of the Heydar Aliyev Foundation, Mrs. Mehriban Aliyeva, are aimed at improving the quality of life of people in every region of our country. The construction and major renovation of schools, kindergartens, and healthcare facilities in the region through the Heydar Aliyev Foundation, as well as the attention and care shown to socially vulnerable population groups, are a clear example of the state's value for the human factor.
At the report meeting, Members of Parliament Tənzilə Rüstəmxanlı, Günay Ağamalı, Chairman of the YAP Neftchala Regional Organization Ülvi Fərzəliyev, Director of the Neftchala Regional State Agrarian Development Center Miradil Əhmədli, and Filarə İsmayılova, mother of the Hero of the Patriotic War, martyr Camal İsmayılov, spoke about the work done in the socio-economic development of the region in 2025 and the tasks set for 2026.
They considered the work carried out by the Regional Executive Power in the reporting year to be satisfactory.
Məmmədiyə Məmmədov, Head of the 8th territorial sector of the Territorial-Organizational Issues Department of the Administration of the President of the Republic of Azerbaijan, emphasized in his speech that as a result of the consistent and purposeful policy pursued by President Ilham Aliyev, high achievements were made in all areas in 2025, including the further strengthening of our country's position in the international relations system. The speaker noted that the declaration of 2026 as the "Year of Urban Planning and Architecture" is an expression of the preservation of historical traditions in this field and Azerbaijan's national development strategy, global responsibility, and future-oriented vision.
Following the speeches, a group of individuals who actively participated in the events held within the framework of the "Year of Constitution and Sovereignty" and in the socio-economic and socio-political life of our region during the reporting year, and achieved successful results, were presented with Honorary Diplomas from the Head of the Regional Executive Power.
An appeal was adopted to the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, on behalf of the participants of the report meeting, and the text of the appeal was communicated to the participants.
Finally, relevant instructions were given to the responsible bodies regarding the tasks ahead in 2026.
