In connection with the declaration of 2025 as the "Year of Constitution and Sovereignty" in the country by the Order of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, a series of events are being held by the prosecutor's office in various regions of the republic.
As a continuation of these events, on December 23, a regional conference on the topic "Rule of Law and Sovereignty: A Constitutional Approach" was organized in the city of Mingachevir, with the initiative of the Prosecutor General's Office of the Republic of Azerbaijan.
Representatives of state bodies, representatives of non-governmental organizations, representatives of media organizations, employees of law enforcement agencies, and members of the scientific and educational community participated in the conference.
First, the conference participants visited the monument to the national leader Heydar Aliyev, erected in the center of Mingachevir city, and paid their respects to his dear memory.
Before the start of the esteemed event, a minute of silence was observed in memory of the Great Leader Heydar Aliyev and the martyrs who sacrificed their lives for the territorial integrity, independence, and sovereignty of Azerbaijan, followed by the State Anthem of the Republic of Azerbaijan.
In her opening remarks, Aynur Osmanova, Head of the Legal Support and Human Rights Issues Department of the Prosecutor General's Office, spoke about the role of prosecutor's offices in ensuring constitutional rights, protecting human rights and freedoms, and strengthening the principle of the rule of law. She emphasized the importance of adapting legal mechanisms to international standards and institutional reforms.
In his speech, Ilham Ismayilov, Head of the Mingachevir City Executive Power, drew attention to the importance of coordinated activity between central and local executive authorities in strengthening state sovereignty, and stated that legal awareness work in the regions is ongoing.
In his speech, Parvin Guliyev, Prosecutor of Mingachevir city, spoke about the duties of the prosecutor's offices in ensuring the supremacy of the Constitution, the correct application of the law, and the protection of state interests.
Anar Eyvazov, Head of the Press and Public Relations Department of the Ministry of Defense, spoke about the important role of the Azerbaijani Army in ensuring state sovereignty, the measures taken in the field of information security, and mechanisms for combating disinformation.
Parviz Mammadov, Head of the North-Western Regional Center of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, emphasized that the protection of human rights is one of the main pillars of the rule of law, and touched upon the importance of investigating citizen appeals, legal awareness, and public oversight mechanisms.
Anar Eminov, Rector of Mingachevir State University, noted in his speech that higher education institutions play an important role in promoting the rule of law and constitutional values among youth, and highlighted the importance of expanding scientific research in the field of law and academic-practical cooperation.
Nofel Gasimov, brother of the martyr National Hero Natig Gasimov, speaking, stated that state sovereignty is ensured at the cost of the lives and blood of martyrs, and noted that the high state care shown to martyrs' families and veterans is a clear example of the importance given to these values. At the same time, he emphasized that conveying this sacred heritage and sovereignty values to future generations is the moral duty of every citizen.
Within the framework of the conference, an extensive exchange of views was held and concrete proposals were made on strengthening legal cooperation between state bodies, non-governmental organizations, and media representatives, improving public oversight mechanisms, increasing legal awareness among youth, and promoting constitutional values. At the same time, detailed discussions were held with journalists to strengthen business relations between prosecutor's offices and media and non-governmental organizations, further increase quality and efficiency in their areas of activity, ensure compliance with current legislation during information exchange, and prevent the disclosure of information that could constitute investigative secrecy.
