The Labor Relations Monitoring Center continues its fight against informal employment

The Labor Relations Monitoring Center of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan continues its activities aimed at preventing informal employment.

Since its inception, the Center has conducted 380 mobile inspections to investigate the status of labor relations at construction sites. Within the framework of these monitoring efforts, a total of 13,291 individuals were checked, and it was determined that 1,677 of them were employed without a labor contract. It was revealed that the checked employees represented 555 legal and physical entities.

During the monitoring, violations were recorded for 238 employers involving fewer than 10 employees engaged without a labor or service contract, and for 51 employers involving 10 or more employees. Fines and financial sanctions totaling 2,526,700 manats were imposed for the identified violations.

In addition to inspection measures carried out within the framework of combating informal employment, extensive awareness-raising activities are also conducted to promote the formalization of labor relations. Over the past 9 years, educational meetings have been organized with employees and employers at more than 547 multi-apartment residential buildings under construction in Baku. During these meetings, the causes of informal employment were discussed, solutions were presented, and methodological recommendations were provided.

As a result of comprehensive inspection and awareness-raising measures, significant progress has been made in formalizing labor relations in Baku's construction sector. Analyses show that compared to initial periods, the level of informal employment in the construction of multi-apartment residential buildings has decreased by more than four times. The work carried out has created conditions for employers and employees to comply with labor legislation requirements at a higher level and has been accompanied by positive results in this area.

As a result of 380 mobile inspection measures, a total of 357,040 labor contracts were signed solely for the monitored employers.

The Labor Relations Monitoring Center once again states that when a labor contract or an amendment thereto is signed with the enhanced electronic signature of the parties, the labor contract is considered concluded or amended and enters into legal force from the date of the last signature. Employers are advised to strictly adhere to the requirements of labor legislation, and employees are advised to demand the conclusion of a labor contract before starting work.
