A competition for individuals wishing to engage in private enforcement officer activities (document acceptance - April 1 – May 1, 2026) has been announced by the Competition Commission for Private Enforcement Officers. At the same time, a competition for the position of state enforcement officer (document acceptance - April 17 – May 18, 2026) has been announced by the Competition Commission for admission to service in the justice bodies of the Ministry of Justice.
According to information from the press service of the Ministry of Justice, the acceptance of applications for both competitions is currently ongoing.
Following the announcement of the competition for the position of state enforcement officer, some candidates expressed their desire to participate in the competition for the position of state enforcement officer, others for the position of private enforcement officer, and some for both positions.
We inform that every person meeting the requirements specified in the announcements can participate in one or both competitions according to their preference. Each competition will be held separately and will consist of two stages. The test examination stage of each competition is paid.
We also note that there is no special qualification requirement to become either a state or a private enforcement officer; individuals with higher education in any specialty can apply to participate in the competitions.
To further facilitate candidates' participation in the competitions, relevant technical capabilities have been created. Thus, individuals registered to participate in the announced competition for the position of private enforcement officer are provided with the following opportunities:
1) If they wish to participate only in the competition for the position of private enforcement officer, their previous registrations remain valid;
2) If they wish to withdraw from the competition for the position of private enforcement officer and participate in the competition for the position of state enforcement officer, they can apply in a simplified manner by clicking on the link;
3) If they wish to maintain their participation in the competition for the private enforcement officer and also participate in the competition for the position of state enforcement officer, they can apply in a simplified manner by clicking on the link.
We note that both state and private enforcement officers:
• have the status of a compulsory enforcement body;
• carry out the execution of relevant decisions of courts and other bodies;
• at the same time, possess the same powers and perform the same functions;
• administrative and judicial control over the activities of both exists in the manner prescribed by law.
In addition, there are the following differences between state and private enforcement officers:
State enforcement officer:
• is a justice employee, operates within the local enforcement agency of the Ministry of Justice;
• holds a special rank and wears a special uniform;
• receives a monthly salary for the performance of their duties;
• executes all enforcement documents;
• also carries out the execution of non-custodial sentences in criminal cases, including probation supervision.
Private enforcement officer:
• is not a justice employee, but an independent professional;
• wears a special uniform and badge;
• operates on the basis of a certificate issued by the Ministry of Justice;
• carries out their activities in their office, for which they hire their own assistant and other employees;
• generates income from their activities based on tariffs, thereby financing their office and themselves, and paying taxes and other mandatory payments;
• executes all enforcement documents, taking into account exceptions defined by law.
We note that individuals who have worked for at least 3 years in positions with special ranks or as a state enforcement officer in the body directly supervising the activities of enforcement officers of the Ministry of Justice are exempt from the test stage of the competition for private enforcement officers. To be exempt from the test stage, individuals can submit relevant official supporting documents by May 1 of the current year, during business hours - from 09:00 to 18:00 - to the administrative building of the Ministry of Justice located at Inshaatchilar Avenue, 1.
