In next year's state budget, the allocation of 41.8 million manats is planned for financing personnel training through state orders and at the state's expense.

This is reflected in the draft law "On the State Budget of the Republic of Azerbaijan for 2026".

These funds will be directed towards covering the education and scholarship expenses of 18.5 thousand students belonging to privileged categories.

The privileged categories include the following:

- former internally displaced persons;

- students who have lost a parent or are deprived of parental care;

- children of persons who died or became disabled for the sovereignty and territorial integrity of the Republic of Azerbaijan;

- persons who have received the title "War Veteran";

- persons with disabilities determined by 61-100 percent impairment of bodily functions;

- persons with disabilities determined before the age of 18;

- members of martyr families;

- persons in vocational education institutions under 20 years of age with a parent whose disability is determined by 81-100 percent impairment of bodily functions, and whose monthly income is below the subsistence minimum.

Additionally, with the aim of increasing access to higher education for low-income segments of the population, an additional 15 million manats is planned to be allocated to the Education Student Loan Fund in next year's state budget.

Together with the funds allocated in previous years, the fund's total resource package will reach 141 million manats.
