MIA conducted an operation – Person organizing cyberattacks on information systems detained

Measures to protect cybersecurity and combat cybercrimes are being continued by the Ministry of Internal Affairs (MIA).

In this direction, the Ministry's Main Department for Combating Cybercrime conducted a special operation against cyberattacks on the databases of systems most frequently used by citizens to access online public services. During the operation, Baku resident Huseyn Maharramov, who illegally interfered with computer systems and obtained personal data belonging to citizens, was identified and detained.

H. Maharramov established connections with cybercriminal groups consisting of foreign nationals via the internet and, through them, obtained passwords for systems protecting the personal data of Azerbaijani citizens, bypassing security measures to access those servers.

Subsequently, he put personal data up for sale through anonymous pages he created on “Telegram” and other social networks. H. Maharramov also shared the personal data of several influential individuals on social networks and posted advertisements stating that he could sell information about any citizen for money. After this person's cybercriminal activities were exposed, the personal data he collected and his illegal access to relevant online information systems were eliminated by employees of the Main Department. As a result of the examination of the electronic evidence obtained, the fact of H. Maharramov's illegal interference with computer systems was once again confirmed.

A criminal case has been initiated under the relevant article of the Criminal Code regarding this fact. H. Maharramov was involved as an accused person, an investigation was conducted, and the criminal case was finalized and sent to court for consideration.

Joint operational-technical measures are ongoing with the police agencies of those countries to detain individuals who conspired with H. Maharramov and are hiding abroad.
