On July 10, a Collegium meeting was held at the Ministry of Internal Affairs, dedicated to the results of operational-service activities in the first 6 months of 2025 and the tasks ahead.
Opening the meeting with an introductory speech, Minister of Internal Affairs, Colonel General Vilayat Eyvazov noted that positive results had been achieved in the fight against crime in the first half of the current year, and public order and security at mass events were professionally ensured. He also emphasized that important tasks lie ahead, and it is crucial to discuss them in detail and identify and implement additional organizational measures to improve service activities.
At the meeting, a report and speeches related to the report were heard.
It was noted that in the past 6 months, 17,049 crimes were registered across all state bodies subject to operational-search and investigative activities, 94.4 percent of which were unlawful acts procedurally investigated by internal affairs and prosecutor's offices. Compared to the analogous period of 2024, serious and particularly serious crimes decreased by 18.9 percent, those committed with the use of firearms decreased by half, those committed by previously convicted persons by 19.8 percent, those committed by groups by 18.8 percent, those committed on domestic grounds by 5.5 percent, intentional homicides by 39.1 percent, and crimes against property by 4.2 percent, including thefts by 6.2 percent and frauds by 7.3 percent.
Through investigative actions and operational measures carried out, 92.8 percent of crimes were solved, including 232 cold cases from previous years jointly with prosecutor's offices, and 2,196 crimes were solved through operational response measures taken. 4,344 unlawful acts were prevented, 79.7 percent of wanted suspects were apprehended, and 3,378 various types of firearms were seized and found.
The Minister emphasized that the investigative and operational-search measures of the joint working group established by the General Prosecutor's Office and the Ministry of Internal Affairs to solve cold cases from previous years yielded positive results, serving to protect the legitimate interests of citizens and strengthen legality. He also noted a reduction in crimes, especially their serious and particularly serious types, and significant progress in their detection and investigation.
Within the framework of measures to combat organized crime, 305 criminal groups were neutralized, including 103 that committed serious and particularly serious crimes, and 82 individuals who illegally possessed and carried firearms were brought to criminal responsibility. 2 tons 958 kilograms of narcotic substances were seized from illegal circulation, and over 151 tons of narcotic plants were discovered and destroyed.
It was emphasized that the work of receiving citizens and handling their appeals is under special control; in this regard, 4,032 individuals were received with prior notification in the media, and the majority of the issues raised found their legal resolution.
Concluding the Collegium meeting, Minister Colonel General V. Eyvazov noted that service duties and assigned tasks were generally fulfilled commendably during the reporting period, and gave instructions and recommendations for increasing the effectiveness of activities to further develop the positive results achieved in strengthening legality and law and order.
He also emphasized that ensuring citizen satisfaction is one of the main tasks defined by Mr. Ilham Aliyev, President of the Republic of Azerbaijan, and demanded a more sensitive approach to the prevention and detection of crimes, compensation for material damage caused by unlawful acts, handling appeals, and receiving citizens.
