Waste management to be improved in these territories

Waste management will be improved in the liberated territories.

President Ilham Aliyev has signed a Decree on improving waste management in the liberated territories and making amendments to some Decrees and Orders in this regard.

According to the Decree, the collection and transportation of solid household waste, as well as other non-hazardous solid waste generated in the liberated territories, will be carried out by: the Shusha City State Reserve Department for Shusha city and Shusha district; the Restoration, Construction and Management Service in Jabrayil, Gubadli and Zangilan districts for Jabrayil, Gubadli and Zangilan districts; the Restoration, Construction and Management Service in Aghdam, Fuzuli and Khojavand districts for Aghdam, Fuzuli and Khojavand districts; the Restoration, Construction and Management Service in Lachin district for Lachin district; the Restoration, Construction and Management Service in Khankendi city, Aghdara and Khojaly districts for Khankendi city, Aghdara and Khojaly districts; and the Restoration, Construction and Management Service in Kalbajar district for Kalbajar district.

All property of "Tamiz Shahar" OJSC related to the collection and transportation of solid household waste, as well as other non-hazardous solid waste generated in the liberated territories, will be transferred to the balance sheets of the aforementioned public legal entities.

The Cabinet of Ministers must ensure that appropriate funds are allocated in the state budget drafts for the coming years for the financing of the works specified in the Decree, and resolve other issues arising from the Decree.

The purpose of signing the Decree is to ensure the development of the waste management system in Azerbaijan in accordance with modern requirements and to systematically implement this activity in the liberated territories.

The Decree comes into force on January 1, 2026.
