An audio recording of a phone conversation between the former head of the Presidential Administration, Ramiz Mehdiyev, and a foreign intelligence service has been released.
This was reflected in a video report disseminated by the Press Service of the State Security Service.
Mehdiyev states that he has a proposal regarding the restructuring of the state administration system in Azerbaijan to the individuals he was speaking with, primarily in Russian.
The "Grey Cardinal" says he will send the document by mail.
