New REGULATIONS for buses in Azerbaijan

The Collegium of the Ministry of Digital Development and Transport has approved the "Requirements for motor vehicles providing regular route transport services for the conclusion of a motor transport service contract".

The editorial office reports that Minister Rashad Nabiyev has signed a new decree in this regard.

According to the Decree, these Requirements specify the demands for motor vehicles that will provide regular route transport services for the conclusion of a motor transport service contract with carriers operating regular passenger transportation by motor vehicles in the administrative territories of the cities of Baku, Sumgayit, Ganja, Nakhchivan, Khankendi, and the districts of Absheron, Aghdam, Shusha, Lachin.

Thus, motor vehicles must mainly meet the following requirements:

- must have a payment tool designed for electronic payment of fares;

- must have a passenger counter (a device that automatically counts passengers boarding and alighting from motor vehicles).

- the mileage limit for motor vehicles equipped with compressed natural gas (CNG) engines and diesel engines must not exceed 1 million km, and for motor vehicles equipped with electric engines, it must not exceed 1.2 million km;

- the period from the manufacturing date indicated in the state registration certificate must not exceed 15 years;

- motor vehicles equipped with electric engines must be provided with rechargeable or replaceable batteries.

This Decree will come into force on January 1, 2026.

The Ministry's Legal Department has been instructed to submit this Decree to the Ministry of Justice within 3 days for inclusion in the State Register of Legal Acts.
