The execution of the Decision dated December 19, 2025, on the declaration of amnesty on the occasion of the "Year of Constitution and Sovereignty," adopted by the Milli Majlis based on the President's initiative, has been completed. The implementation of the amnesty act was carried out over a period of 4 months, involving non-governmental organizations, media, and other civil society representatives.
This was reported by the Ministry of Justice.
It was stated that this decision, being another manifestation of the state's policy of humanism, is the broadest amnesty adopted to date in terms of the number of individuals it applies to. Thus, this 13th amnesty act in total applied to 22,935 individuals.
Of the individuals to whom amnesty was applied, 5,348 were released from imprisonment for a certain period. In addition, the unserved sentence period of 3,555 individuals sentenced to imprisonment was reduced by 6 months.
Amnesty was also applied to 9,714 individuals sentenced to non-custodial penalties. Specifically, 7,970 individuals sentenced to restriction of liberty, 734 to correctional labor, 82 to public works, 741 to fines, 175 to restriction in military service, and 12 to detention in a disciplinary military unit were released from these penalties. At the same time, amnesty was applied to 1,059 convicts who were conditionally sentenced, whose sentence execution was postponed, and who were conditionally released early from their sentences.
Furthermore, a total of 3,259 individuals were released from criminal liability, including 1,676 in cases pending before the courts and 1,583 in cases pending before preliminary investigation and inquiry bodies.
It should be noted that the 13 amnesty acts adopted since 1996 collectively demonstrate once again the state's preference for humanism, more effective protection of human rights, social justice, and restorative approaches in its penal policy.
