Three out of 149 children adopted in 2025 have been taken in by foreign citizens and stateless persons.
The editorial office reports that information was provided to Modern.az by the Social Services Agency.
It was stated that since November 1, 2019, when the powers in the field of adoption were transferred to the Ministry of Labor and Social Protection of the Population, a total of 4 children have been adopted by foreign citizens and stateless persons to date.
According to the agency, these individuals were citizens of Germany, Serbia, and Russia.
It was noted that the adoption of a child by foreign citizens and stateless persons is carried out based on additional requirements compared to citizens of the Republic of Azerbaijan. These requirements serve to maximally protect the child's interests and safety.
"Thus, adoption of children by foreigners and stateless persons who are not married, as well as those whose income is less than twice the average monthly salary in their country of residence, is not permitted.
Individuals wishing to adopt a child who is a citizen of the Republic of Azerbaijan must have a living space that meets at least the minimum norm in accordance with the legislation of the respective country, taking into account every person living there," the official information stated.
Children who are citizens of Azerbaijan, as well as stateless but registered children, are primarily given for adoption to families or relatives of citizens permanently residing in our country. If this is not possible, their adoption by foreigners or stateless persons is permitted.
Furthermore, children who are citizens of Azerbaijan can be adopted by citizens permanently residing outside the republic, foreigners who are not relatives of the children, and stateless persons 6 months after the children are registered, and stateless children 1 year after they are registered.
When children are adopted by foreigners and stateless persons, priority is given to married individuals for a period of at least 5 years. This approach is aimed at ensuring the stability of the family environment and the long-term well-being of the child," the official information noted.
