On September 2, in Khankendi, the demolition of the building of the so-called regime's "Ministry of Foreign Affairs," which had long been presented as a key symbol and attribute of the so-called regime, began.
The start of the building's demolition work precisely on this day carries symbolic meaning for Azerbaijan. This is because September 2 was marked as the anniversary of the declaration of the so-called regime in the occupied territories of Azerbaijan.
It should be noted that in the past, meetings were held in this building with foreign pro-Armenian politicians visiting the occupied territories, and illegal visas for entry into these territories, as well as illegal accreditations for foreign journalists, were signed there. All of this was a disrespect to the state sovereignty of Azerbaijan.
Even today, Babayan and others, who are accused of war crimes and are currently on trial in Baku, used to sit in this building and state that the Azerbaijani Flag could only wave in Karabakh in one instance, which would be the opening of an embassy.
Therefore, the start of the demolition of this building precisely on September 2 has great political and symbolic significance.
For five years now, under the leadership of the Victorious Commander-in-Chief, President Ilham Aliyev, a large-scale and systematic restoration and reconstruction process has been carried out in the liberated territories. The "Great Return" Program, covering the Karabakh and East Zangazur economic regions, is a multifaceted process that ensures the restoration of not only destroyed infrastructure but also national identity, historical memory, and statehood. Within the framework of the program, complex projects based on modern urban planning principles are being implemented in the liberated territories, cities, settlements, and villages; residential areas are being built, schools, hospitals, cultural centers, roads, energy, and water supply systems are being established. At the same time, cultural heritage samples are being restored, and historical monuments are being revived.
As a continuation of this wave of construction, another important and symbolic project has begun to be implemented in Khankendi city today. The demolition of the administrative building that had been used for many years by the separatist regime's so-called "Ministry of Foreign Affairs" is also part of this project. The demolition of this building not only carries symbolic meaning but is also significant from an urban planning perspective. This is because there was a serious necessity to demolish this completely awkward building, which contradicted the city's architecture, within the framework of the urban planning policy and the city beautification process being carried out in Khankendi, taking into account all parameters of modern urban planning.
In place of the demolished building, a new three-story administrative building in a modern architectural style will be constructed for the Karabakh Regional Department of Architecture and Urban Planning under the State Committee for Urban Planning and Architecture. The architectural-conceptual solution and technical specifications of the new administrative building have been prepared in accordance with Karabakh's strategic development priorities. The building of the Main Department is expected to be commissioned in early 2027.
This building, to be constructed as a continuation of the "Great Return" Program implemented under the conditions of the full restoration of the territorial integrity and state sovereignty of the Republic of Azerbaijan, will serve to strengthen state administration in Karabakh and will take its rightful place in history as a valuable symbol expressing the unwavering will of our people and the strength of our state.
