One of the main priorities of the social policy implemented in our country is the healthcare sector.
As a result of continuous reforms carried out in this direction in the Republic of Azerbaijan in recent years, the institutional and infrastructural foundations of the healthcare system have been strengthened, the application of the compulsory health insurance mechanism has been expanded, and modern medical facilities have been put into operation.
The main goal of the reforms is to ensure the provision of quality, accessible, and equitable medical services to every citizen.
It should be noted that as a result of the state's care for the healthcare sector, the amount of funds allocated from the state budget to this sector is increasing year by year. Thus, healthcare expenditures in the consolidated budget for 2026 have been set at 3 billion 746 million manats. This is 1 billion 70 million manats or 40% more compared to 2024, and 227 million manats or 6.4% more compared to 2025. In the last 5 years, total healthcare expenditures have increased by 2.3 billion manats or 2.6 times in absolute terms.
Within the structure of healthcare expenditures for 2026, compulsory health insurance expenditures are projected at 2.6 billion (73.2%) manats. This is 468 million manats or 21.7% more in absolute terms compared to the actual execution in 2024, and 371 million manats or 16.5% more compared to the expected execution in 2025.
It should be noted that in 2026, for the purpose of financing the expenditures of the compulsory health insurance fund, its revenues have been diversified, and the necessary financial provision has been fully ensured through compulsory health insurance premiums, funds allocated from the state budget, and the Fund's reserve funds accumulated in previous years.
The State Agency for Compulsory Health Insurance will continue to expand the financing of medical services provided to citizens within the framework of the Services Package next year. Currently, the Agency is working on adding new medical services to the Services Package and gradually covering prescription medications dispensed in outpatient settings through insurance.
It should be noted that in the first phase, medications for cardiovascular system diseases are planned to be included in the Services Package of compulsory health insurance. Several decisions have been made regarding the regulation of drug provision. These decisions have defined the compensation mechanism for medications through compulsory health insurance, as well as the criteria for their inclusion in and exclusion from the Services Package.
