In the modern era, digital transformation is shaping new behavioral models in the virtual environment, extending beyond technological innovations.
Regarding this, according to information from the press service of the Prosecutor General's Office, in recent times, the importance of demonstrating adherence to generally accepted rules of coexistence and ethical behavior standards in internet information resources has been widely promoted by public figures, active members of civil society, and relevant state structures. However, it must be noted with regret that there are still certain groups of individuals who disregard these systematic calls, openly show disrespect towards society, and target our national-moral values. Such activities, which pollute the internet information space with worthless and immoral posts and broadcasts, pose a serious threat to the moral health of the public, which is protected by the state.
In particular, instances that undermine the sanctity of the family institution, disseminate distorted images of domestic relations, and exhibit expressions inconsistent with normal communication ethics provoke a strong legal reaction.
To prevent these negative actions, specific regulatory mechanisms have been established within the legislative framework. According to Article 510.2 of the Code of Administrative Offenses of the Republic of Azerbaijan, in case of mass display on internet information resources or information-telecommunication networks:
- Actions that insult public morality and openly express disrespect towards society;
- Uttering immoral expressions or making gestures that create the impression of such content;
- Displaying parts of the human body in a manner contrary to moral norms and national-moral values, create serious administrative liability.
Within the framework of legal measures implemented by the Department for Non-Criminal Prosecution of the Prosecutor General's Office, 6 individuals who violated the requirements of the aforementioned article and committed acts insulting morality have been identified and brought to administrative responsibility. As a result of the legal proceedings, administrative arrest was applied to 4 of them, and administrative fines were imposed on 2 of them by the relevant courts.
"Considering the above, the Prosecutor General's Office once again informs our citizens that the virtual space is not an illegal or uncontrolled zone. Therefore, we call on our citizens, especially social media users, to refrain from such negative behaviors and to strictly adhere to ethical norms and legislative requirements when using internet resources. Do not forget that everyone is legally responsible for the calls they make and the content they share in the digital environment. Further serious measures will be taken against any illegal act targeting our national morality," the statement noted.
