The Ombudsman participated in the annual meeting of the Global Alliance of National Human Rights Institutions
A delegation led by Sabina Aliyeva, Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, participated in the regular annual meeting of the Global Alliance of National Human Rights Institutions (GANHRI) held in Geneva.
The Ombudsman delivered a speech at the event, which was attended by heads and representatives of national human rights institutions from various countries around the world, as well as representatives and experts from international organizations, and issues on the agenda were discussed.
Within the framework of the annual meeting, the Commissioner also spoke at a thematic session organized by the Ombudsman of Uzbekistan on the topic “Protection of Human Rights in the Digital Space: Positive Practices of NHRIs,” providing detailed information about the activities carried out in our country in this field.
The Ombudsman highlighted that significant steps have been taken in Azerbaijan in the field of digital governance and artificial intelligence, and that the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028” and the “Action Plan for Accelerating Digital Development in the Republic of Azerbaijan for 2026–2028” have been approved by the President of the country.
Sabina Aliyeva noted that the possibilities of applying artificial intelligence in the activities of the Azerbaijani Ombudsman are being explored, and that artificial intelligence could be useful in increasing efficiency in the data analysis process.
Considering the impact of artificial intelligence on access to information, the Commissioner stated that ensuring the right to access information is of great importance. She noted that in our country, the Ombudsman oversees the fulfillment of obligations arising from the requirements of the Law of the Republic of Azerbaijan “On Access to Information” by information holders, that complaints in this area are investigated, and that the Ombudsman has the authority to draw up protocols.
Ombudsman Sabina Aliyeva also spoke at an event titled “Exchange of Positive Practices: Persons in Migration Situations,” held within the framework of GANHRI's annual meeting, stating that Azerbaijan has suffered from conflict for many years. The Commissioner noted that large-scale restoration and reconstruction works are currently being carried out in the territories liberated from occupation, and consistent measures are being taken to ensure the safe, voluntary, and dignified return of former internally displaced persons to their native lands.
The Commissioner noted that the protection of the rights of refugees, migrants, asylum seekers, and stateless persons is one of the important directions of her activity. She stated that monitoring in this area is carried out by the National Preventive Group and within the framework of independent monitoring mechanisms, visits to temporary placement centers are conducted, and meetings are held with detained persons to investigate the situation regarding the assurance of their rights.
