One of the most fundamental factors determining a state's position in the international system is its national power. National power is understood as the ability of a state to mobilize its existing resources, ensure its security, defend its national interests, and expand its influence on the international stage. This concept is not limited to material resources – military strength, economic potential, and natural wealth – but also encompasses the nation's will, the social cohesion of society, the level of intellectual development, the effectiveness of governance, and moral resilience.
The concept of national power is a complex and multifaceted category. It acts as a systemic structure that combines a state's resource potential, governance capabilities, and the moral-volitional qualities of its society. Various researchers have explained national power with different models: some scholars have limited it solely to the military and economic spheres, while others have included social, technological, diplomatic, and cultural factors.
According to a general approach, national power consists of political, economic, military, social, cultural, scientific-technological, and agrarian components.
1. Political Power
Political power serves as the strategic coordination center of national power, forming the main framework that ensures the interconnected functioning of all other components of the state – economic, military, social, and cultural potential. The essence of political power is primarily measured by the efficiency of the state's governance institutions, the agility of the decision-making process, the ability to protect national interests, and the capacity to respond promptly to external threats. In the Republic of Azerbaijan, the high stability of political power is closely linked to the existing stable, institutionalized governance model, the tradition of long-term strategic planning, the preservation of national cohesion, and the philosophy of unified leadership. The political governance culture formed in the country plays a decisive role in ensuring the internal stability of the state and its continuous modernization policy. This context is not limited to the adoption of political decisions but is also complemented by the effective implementation of those decisions, the establishment of interaction with society at an institutional level, and the optimal management of strategic resources.
Azerbaijan's balanced and multi-vector foreign policy clearly demonstrates the agile and adaptive nature of its political power. The country's pragmatic, mutually beneficial relations with both Western and Eastern partners, active cooperation with international organizations, and leading position in regional projects are examples of the effective application of political power on a global scale. This policy creates conditions for Azerbaijan to emerge as a leading actor in regional stability, to be at the center of geopolitical initiatives, and to play a decisive role in shaping the strategic balance of power in the Caucasus.
2. Economic Power
Economic power is the main component that forms the material-production platform of national power and is one of the fundamental factors determining both a state's internal development and its competitiveness in the international system. This component is assessed not only by the volume of existing natural resources and the efficiency of their exploitation but also by the level of integrated activity in industry, agriculture, the service sector, financial markets, and the innovation ecosystem. The real weight of economic power is more precisely revealed by the state's currency stability, macroeconomic management capacity, foreign trade balance, investment environment, business ecosystem, and the breadth of strategic infrastructure projects.
Azerbaijan's economic power has a solid foundation due to its long-standing energy policy, developed oil and gas industry, and regionally significant logistics initiatives. Projects such as the "Southern Gas Corridor," the Baku-Tbilisi-Ceyhan oil pipeline, and the Baku-Tbilisi-Kars railway strengthen Azerbaijan's position as both an energy security provider and a crucial transportation hub. The Alat Free Economic Zone is a modern economic platform that ensures deeper integration of the country into global trade and production chains, creating favorable conditions for foreign investors. These initiatives, as a whole, strengthen Azerbaijan's economic independence and increase its geoeconomic role.
In addition, Azerbaijan's policy of strengthening the non-oil sector in recent years has created a new qualitative stage in the structure of the national economy. Modernization in agriculture, application of digital technologies, renewal of water management systems, and improvement of food security strategies serve to ensure long-term economic sustainability. The development of an innovative economy, the formation of a startup ecosystem, the creation of high-tech parks, and digital transformation programs accelerate the transition of economic power to a knowledge-oriented model. These processes lay the groundwork for a more sustainable, agile, and competitive economy for Azerbaijan in the future.
Consequently, economic power plays a leading role in Azerbaijan's national power system: a broad diversification line, extending from energy resources to non-oil sectors, strengthens the country's economic security and enhances its international significance. The state's strategic initiatives serve as important mechanisms that ensure the stable and sustainable development of economic power on both regional and global scales.
3. Military Power
Military power is the most traditional and visible component of national power. It represents a state's defense capability, technological armament level, and military-strategic thinking. Azerbaijan's modern army model can be cited as an example on a regional scale. The victory achieved in the 2020 Patriotic War, creating significant regional and global outcomes rather than just tactical ones, was an indicator of strategic, technological, and psychological superiority. The modernization of the army, the formation of a domestic military-industrial complex, and the widespread application of high-precision weapon systems, unmanned aerial vehicles, and artificial intelligence-based control technologies have elevated Azerbaijan's military power to a new qualitative stage. This process is accompanied not only by technical renewal but also by the improvement of personnel training, modernization of operational planning, and systematization of combat experience. The increase in domestic production and the expansion of international military partnerships strengthen the technological and strategic independence of the country's defense system. As a result, the Azerbaijani army has become more agile, maneuverable, and structured in line with modern combat requirements. Moreover, military power is not just about technology and armament. It is also a direct manifestation of the nation's will, the unity of society around statehood, and the determination of political leadership. The 2020 Patriotic War clearly demonstrated this reality: the victory achieved was the result of the synthesis of military technologies, national cohesion, strategic leadership, and high moral spirit. In this sense, Azerbaijan's military power acts as a complex system formed by the unity of material-technical, institutional, and moral components.
4. Social Power
The social component of national power is determined by the internal cohesion of society, national unity, civic responsibility, and social stability. This component forms the basis of a state's internal resilience, social sustainability, and its ability to mobilize for common national goals. Azerbaijan's social power model is based on values such as multiculturalism, religious tolerance, harmonious coexistence of various ethnic groups, stability of the family institution, and broad social solidarity. The rise in the population's education level, the development of human capital, and the active integration of youth into state policy and decision-making processes hold a special place in the structure of social power. In recent years, the expansion of the volunteer movement, the promotion of social initiatives, and the involvement of youth in public activities have become important factors strengthening national cohesion. At the same time, the increased scope of social protection programs, the preservation of the social welfare of low-income strata, and the renewal of social infrastructure in the regions are crucial elements ensuring social stability. This reality shows that without a strong social structure, neither military nor economic power can be long-term and sustainable. Social capital forms both the moral and intellectual basis of a state's strategic potential. In this regard, the social component acts as the "moral pillar" of national power and plays a decisive role in the state's ability to realize its strategy of national will, unity, and development.
5. Cultural and Moral Power
This component is closely linked to the concept of "soft power." It is determined by the country's cultural heritage, value system, humanitarian diplomacy, the society's open worldview, and the image it shapes in the international arena. Cultural power is the ability of a state to transmit its values through attraction and influence, without resorting to force, and it serves as a strategic tool in modern international relations. Azerbaijan demonstrates its cultural power through music, art, literature, architectural heritage, multicultural traditions, and its model of tolerance. The mugham heritage protected by UNESCO, the Azerbaijani carpet weaving school, and the revival of Shusha as a cultural capital significantly contribute to the formation of the country's cultural identity. The Baku Humanitarian Forums, the European Games, "Formula-1," the "Xarıbülbül" festivals, as well as various international exhibitions and cultural events, have significantly increased Azerbaijan's influence in the field of humanitarian diplomacy. In this context, cultural power acts as Azerbaijan's "soft influence tool" on an international level, strengthening the state's global identity and contributing to the formation of a modern, tolerant, and dynamic image of the country. Cultural power also serves a complementary function in Azerbaijan's foreign policy, facilitating the more effective realization of political and economic interests.
6. Scientific and Technological Power
In the modern era, the sustainability of national power is directly dependent on scientific and technological potential. Innovation, digitalization, and the capacity for technology production and export are now key determinants not only of military and economic power but also of shaping strategic positions. A high level of technology increases a state's international competitiveness, ensures the agility of economic and military systems, and lays the foundation for the transition to an information society.
Azerbaijan has undertaken significant initiatives in various fields in recent years to strengthen its scientific and technological power. The development of the digital economy, the organization of "smart village" and city projects, the formation of a startup ecosystem, the application of innovative energy technologies, and the creation of high-tech parks are key examples of this process. These initiatives strengthen the country's technological autonomy and increase the sustainability of the national economy. However, the full realization of scientific and technological power requires closer integration and synergy between universities, scientific research institutes, and business structures. The integration of research and innovation activities with practical results, the training of scientific personnel, and the commercialization of technologies are considered decisive factors for ensuring the state's sustained scientific and technological superiority. In this regard, the scientific and technological component is of strategic importance for the future development of national power and the maintenance of international competitiveness.
7. Agrarian Power
Agrarian power is one of the oldest, yet still most vital, components of national power. It is directly linked to food security, agricultural productivity, efficient use of land and water resources, export potential, and the food supply of the population. For Azerbaijan, the agrarian sector holds strategic importance – it serves as the sector that ensures the country's food security, employs the rural population, and increases its share in exports.
In recent years, the state's "Agrarian Development Strategy," "Green Development Concept," and "Smart Village" initiatives have been shaping a modern model of agrarian power. Agrarian power carries not only economic but also social and cultural value – preserving rural life, transmitting traditional knowledge, and restoring a harmonious relationship with nature are integral parts of national identity.
Thus, the components of national power form a unified system that operates in close connection with each other. The weakening of any component disrupts the overall balance of national power. The main task facing Azerbaijan is to ensure equal development dynamics among these components and to transform national power into a sustainable, agile, and integrative model.
The Dynamic Nature of National Power
National power is not a static indicator; it develops as a dynamic system under the influence of constantly changing internal and external factors. Although a state's power may appear stable at a given point in time, in reality, it is continuously renewed as a result of economic, social, technological, demographic, and geopolitical changes. This characteristic reveals the variable nature of national power in both qualitative and quantitative terms.
1. Theoretical Foundations of Dynamics
In scientific literature, the dynamic nature of national power is primarily explained through a systems approach and a model of complex interaction. Scholars note that national power, like an organism, is built on a balance between internal energy (resources, will, culture) and external interaction (international relations, trade, security environment). When this balance is disrupted, national power either diminishes or transforms to adapt to new conditions. Economic crises, political instability, or technological backwardness can weaken national power, but scientific innovations, national cohesion, and effective governance can rapidly strengthen it.
Thus, national power is determined not only by the availability of resources but also by the speed and agility with which these resources are managed.
2. The Factor of Time and Agility
One of the main factors determining the dynamism of national power is the factor of time. In the modern world, the information age and technological changes can fundamentally alter the balance of power of states within a few years. While in the 20th century, the main indicators of national power were energy, industry, and military potential, in the 21st century, information technologies, artificial intelligence, energy independence, and cybersecurity have been added to this list.
In the case of Azerbaijan, this dynamism can be clearly observed between 2000 and 2025. If in the early years of independence, national power was primarily based on energy resources and geopolitical position, currently, the country's power is shaped by new elements such as economic stability, diplomatic influence, and cultural and humanitarian impact. This transition indicates a transformation in the evolution of Azerbaijani national power from the "era of resources to the era of intellect."
3. Internal Dynamics of National Power
The dynamic nature of national power is also shaped by the interaction between its internal components.
• Economic power ensures military and social power;
• Scientific-technological power enhances economic competitiveness;
• Cultural and moral power strengthens social cohesion;
• Agrarian power contributes to national stability through food security.
This interaction creates a continuous cyclical relationship within the dynamic system. That is, national power is not just a "composite indicator" but also a "product of internal synergy." Azerbaijan's development model concretely demonstrates this synergy: revenues from energy resources are directed towards social welfare and army building, which in turn strengthens national cohesion and state stability.
4. Influence of the External Environment
Another important factor determining the dynamism of national power is the external environment – that is, the international political, economic, and security system. Changes in the global energy market, international sanctions, regional conflicts, climate change, and technological revolutions directly impact the national power balance of states. For countries located in a strategic position like Azerbaijan, this dynamism creates both risks and opportunities. Azerbaijan's Southern Gas Corridor project has opened a new stage in global energy security, expanding the international radius of influence of its national power. At the same time, challenges such as climate change and the reduction of water resources are emerging as new factors affecting the dynamism of agrarian power.
5. Looking Ahead: A Sustainable National Power Model
The dynamic nature of national power indicates that a state's goal should not be merely to preserve existing power but also to build a model that develops sustainably and reacts agilely.
For Azerbaijan, the implementation of this model can be based on the following principles:
1. Integration – mutual balance of all power components;
2. Innovation – prioritizing scientific and technological progress;
3. National Cohesion – preserving social and cultural power;
4. Regional Leadership – increasing economic and diplomatic influence;
5. Green Transformation – combining agrarian and energy power with ecological foundations.
These principles present national power not just as a measurable indicator but also as a philosophy of state development.
Thus, the dynamic nature of national power shows that it is not a static resource but a system of energy in motion. The development stages that Azerbaijan has gone through in recent decades have practically proven this dynamic model: economic power derived from energy resources has ensured social stability, and social cohesion has transformed into military and political superiority. In this regard, the dynamic management of national power will be the main guarantor of Azerbaijan's future strategic stability, given its strong potential.
