"The cultural sector in our country is not regulated by a single law. Among these, we can mention the laws "On Culture," "On Cinematography," "On Museums," "On Library Work," "On Theater and Theater Activities," and "On the Protection and Development of Azerbaijani Carpet Art," and others. As can be seen, the legislative acts I have listed do not cover all areas of culture."
These were stated by Member of Parliament Elchin Mirzəbəyli at a Milli Məclis session.
He noted that there are no separate legislative acts concerning painting, sculpture, composition, literary activity, and other areas of culture and art.
"However, the fields I mentioned are more in line with the concept of modern cultural and creative industries and are considered areas that create value in the cultural sector."
The MP stated that it would be appropriate to systematize the normative-legal base covering the culture and creative industry sector, and to prepare and adopt a unified code:
"Such an approach could eliminate legal fragmentation, create a clear environment for investors, and lead to the formation of the legal basis of a unified conceptual framework for state policy." (modern.az)
