On November 24–27, 2025, a delegation led by Mohamed Abdusalam, Advisor to the Prime Minister of the State of Libya, visited our country with the aim of studying the "ASAN xidmət" experience.
Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, provided detailed information to the guests about the "ASAN xidmət" centers established on the initiative of President Ilham Aliyev, as well as innovative solutions applied in public services. During the presentation, it was noted that this intellectual brand of Azerbaijan is currently exported to more than 30 countries.
Various structural divisions of the State Agency gave extensive presentations to the delegation on the design of public services, data-driven decision-making mechanisms, service monitoring and evaluation, human resource management, and volunteer activities, and discussions were held on these respective areas.
To familiarize themselves with the services provided to the population in the regions, a visit of the delegation to the Shamakhi "ASAN Həyat" complex was also organized.
The guests also closely familiarized themselves with a number of "ASAN xidmət" centers located in Baku, the "INNOLAND" Incubation and Acceleration Center, the "Bilim Baku" center, Mobile ASAN service, the 108 Call Center, and ASAN TV/Radio.
Libyan officials stated that the "ASAN xidmət" model made a strong impression on them and noted their interest in implementing our country's relevant experience in Libya in the near future.
