54% of Azerbaijan's Population Utilized Compulsory Health Insurance Services Last Year

Last year, 54% of Azerbaijan's population utilized compulsory health insurance services.

This was stated by Zaur Aliyev, Chairman of the State Agency for Compulsory Health Insurance (SACHI), at a press conference summarizing the agency's results for 2025.

According to him, the number of patients reached 5.4 million last year:

"Within the framework of compulsory health insurance, 15.8 million applications were registered. In the first 9 months of 2025, the number of medical services provided was 44.6 million, which represents an increase of nearly 9% compared to previous years. The services most frequently used by citizens within the framework of compulsory health insurance are specialist doctor examinations, radiological and ultrasound services, as well as gynecology. The most frequently provided services are mainly related to chronic diseases and those directly affecting quality of life. Among the most common diseases are cardiovascular, endocrine, respiratory, and digestive system diseases."

Z. Aliyev added that the use of compulsory health insurance in private medical institutions is increasing:

"Last year, the number of medical services provided in private hospitals was close to 773,000, which is an increase of approximately 9% compared to the previous year. A total of over 308,000 referrals were made to private medical institutions during the year. 85% of these referrals were planned, and 15% were urgent. Cardiovascular diseases accounted for the largest share of urgent referrals."
