Spain Hosts Artificial Intelligence Summit

Spain hosted the third REAIM Summit on February 4-5, dedicated to international dialogue on the responsible development and use of artificial intelligence in the military sphere. Various stakeholders participated in the event. Within the framework of the summit, a panel discussion was held on the topic of "International Security Implications of Agentic Artificial Intelligence and its Impact on the Military Sphere.".

Redaksiya reports that the Stockholm International Peace Research Institute (SIPRI) contributed to the discussions through its Program on Governance of Artificial Intelligence, sharing insights from the recent work of two of its members. Dr. Vincent Boulanin participated in the panel "International Security Implications of Agentic Artificial Intelligence and its Impact on the Military Sphere.".

Dr. Boulanin, based on his recent research into the risks of advanced artificial intelligence, explored whether agentic artificial intelligence poses fundamental new challenges to international peace and security. He also clarified which concerns policymakers should prioritize, particularly within the REAIM process. Dr. Alexander Blanchard spoke on the panel "Sustainability of Human Control in the Military Domain.".

He presented a newly published set of best practices, developed in collaboration with the University of Southern Denmark. This set provides practical guidance for policymakers, developers, and users of artificial intelligence systems to ensure the sustainability of human control in the application of force.
