“The sale process for a total of 627 apartments located in the first and second phases of the Hovsan Residential Complex, Sumgayit Residential Complex, Lankaran Residential Complex, Binagadi Residential Complex, Shirvan Residential Complex, and Yevlax Residential Complex, projects of the State Housing Construction Agency, began on December 3, 2025, at 11:00 AM. These apartments were available for purchase through mortgage loans and self-financing via the 'Affordable Housing' system on the 'Electronic Government' portal (www.e-gov.az). The selection of apartments was carried out transparently in accordance with the relevant regulations.”
This was announced in a joint statement by the State Housing Construction Agency of the Republic of Azerbaijan, the State Security Service, and the Special State Communications and Information Security Service.
It was noted that the first apartment selection occurred within the 21st second. As of this time, citizen applications for 584 out of the 627 selected apartments have been electronically signed and successfully submitted:
“The apartment selection process was monitored at the operational headquarters established in the administrative building of the State Housing Construction Agency, with the participation of representatives from the State Security Service of the Republic of Azerbaijan, the Special State Communications and Information Security Service of the Republic of Azerbaijan, the Innovation and Digital Development Agency operating under the Ministry of Digital Development and Transport, 'AzInTelecom' LLC, and media representatives. During the monitoring of the apartment selection process, various cyberattack attempts were observed. However, these attempts were successfully thwarted due to the activation of security mechanisms implemented by the Special State Communications and Information Security Service. Citizens are urged to use the 'Affordable Housing' system only in accordance with the rules and instructions established by law and to refrain from any attempts at illegal cyber interference with its operation. Thanks to the information security mechanisms implemented by the Special State Communications and Information Security Service, such attempts are promptly detected, neutralized, and the secure operation of the system is kept under constant control.
After the selection phase concluded, a representative of the State Housing Construction Agency visually demonstrated the upgrade work carried out on the 'Affordable Housing' system and the additional security measures applied to the selection process to prevent faster apartment selection through special software.
According to the 'Rules for citizens to acquire apartments at preferential terms from the State Housing Construction Agency of the Republic of Azerbaijan,' the selection of apartments on a waiting list basis will commence on December 9, 2025, at 11:00 AM and will continue until December 12, 2025, at 11:00 AM.”
It was emphasized that, according to the rules, during the sales period, a selected apartment can be chosen consecutively by two other individuals on a waiting list within the scope of that announcement:
“To do this, the user accesses the relevant section in their electronic cabinet within the 'Affordable Housing' system within the specified period, searches for an apartment by selecting the payment method, apartment selection method, and project. During the apartment viewing stage, several users can view the same apartment, and the first 2 individuals who click the 'Confirm' button can select that apartment on a waiting list. Subsequently, the user must sign and submit the application for the apartment they selected on a waiting list. If, for any reason, the apartment is not acquired by the person who selected it, it will first be offered to the person who selected it on the waiting list in the first position. Similarly, if the apartment is not acquired by the person who selected it in the first position for any reason, it will be offered to the person who selected it in the second position on the waiting list.
Please note that statistical data regarding the apartments selected on December 3, 2025, will be presented to the public.”
