A Joint Declaration was adopted at the D-8 Media Forum held in Baku.
The Declaration states:
"We – government and media representatives of the Republic of Azerbaijan, the People's Republic of Bangladesh, the Arab Republic of Egypt, the Republic of Indonesia, the Islamic Republic of Iran, Malaysia, the Federal Republic of Nigeria, the Islamic Republic of Pakistan, and the Republic of Türkiye, members of the D-8 Organization for Economic Cooperation (D-8) – gathered on November 21, 2025, in Baku, the capital of the Republic of Azerbaijan, for the First D-8 Media Forum held under the theme “Strengthening Dialogue, Cooperation, and Regional Unity.”
We express our deep gratitude to His Excellency Mr. Ilham Aliyev, President of the Republic of Azerbaijan, for his leadership and valuable contributions aimed at strengthening the D-8 and developing it into a more dynamic and influential economic bloc.
We also highly appreciate all D-8 member states, especially their ministries of information, national media organizations, and media agencies, for their active and valuable contributions to the Forum.
We reaffirm our commitment to strengthening media cooperation to promote mutual understanding, regional solidarity, and common development goals among D-8 member states.
We welcome the proposal to institutionalize the D-8 Media Forum to be held annually and organized on a rotational basis to ensure joint ownership alongside inclusivity.
We call for the earliest possible operationalization of the D-8 Media Excellence Center, to be hosted by Azerbaijan, which will serve as a central hub for training, research, innovation, digital capacity building, and coordinated communication initiatives with the active participation of all member states.
Through the D-8 Media Excellence Center, we encourage the development of structured capacity-building programs, workshops, and professional exchange initiatives to strengthen institutional and human resource capabilities.
We promote strengthening cooperation among national media organizations, news agencies, and public broadcasters, improving information exchange, aligning strategies, and supporting joint content initiatives.
Considering the initiative to establish a D-8 broadcasting association, we support facilitating program exchange, co-production, and the sharing of cultural and educational content.
We encourage the development of D-8 digital platforms that create opportunities for co-production, cross-border storytelling, and collaboration to enhance the D-8's global visibility.
We encourage strengthening coordinated efforts through common fact-checking mechanisms, shared verification tools, and rapid communication channels to combat false information, disinformation, and hate speech.
We support strengthening partnerships with international media organizations, research institutions, and global communication networks to enhance collective resilience against harmful digital content and emerging risks.
We support the preservation of ethical journalism and the development of a unified D-8 code of conduct reflecting professionalism, responsibility, and accuracy across all media formats.
We support advancing media literacy initiatives, especially for youth and educators, thereby promoting informed digital citizenship and safer online environments across member states.
We encourage supporting responsible innovations in media technologies, including the transparent and ethical use of artificial intelligence in content creation, verification, and management.
We support strengthening cooperation among journalism institutes and schools, promoting scholarship programs for journalists, academic exchanges, and professional development opportunities.
We express our readiness for close cooperation with the leadership of the D-8 Media Excellence Center, to be hosted by Azerbaijan, and reaffirm our commitment to supporting its effective operation, advancing common priorities, and promoting stronger media cooperation among all D-8 member states.
We are confident that the effective implementation of this Declaration will contribute to the formation of a more connected, informed, and resilient D-8 media landscape, supporting peace, development, and mutual understanding among our countries.
We express our gratitude to the Media Development Agency of the Republic of Azerbaijan for ensuring excellent organizational preparations for the successful conduct of the First D-8 Media Forum.
