The British newspaper The Telegraph's publication of the full text of the 24-point document prepared by the European Union for the resolution of the Ukraine conflict has sparked widespread discussions on the international agenda.
The editorial office reports that the document was prepared in response to a proposal submitted by US President Donald Trump and consists of extensive regulations concerning the cessation of the conflict, security guarantees, humanitarian issues, and future political mechanisms.
The 24 points of the document are as follows:
1. Cessation of the war and the establishment of lasting peace and security mechanisms to prevent its recurrence.
2. The parties to observe a complete and unconditional ceasefire in the air, on land, and at sea.
3. Immediate commencement of negotiations for the technical implementation of ceasefire monitoring with the participation of the US and European countries.
4. Implementation of an international monitoring mechanism led by the US and Ukraine's partners; monitoring will primarily be conducted using satellites, drones, and other technological means, with on-site investigations carried out when necessary.
5. Establishment of a mechanism for reporting, investigating, and discussing corrective measures related to ceasefire violations.
6. Russia's unconditional return of all deported and illegally displaced Ukrainian children; the process will be supported by international partners.
7. The parties agree to the exchange of all prisoners of war on an 'all for all' principle; Russia releases all civilian detainees.
8. Following the stabilization of the ceasefire, the parties shall initiate humanitarian measures, including allowing family visits along the contact line.
9. Full affirmation of Ukraine's sovereignty with respect; Ukraine is not forced into a neutral status.
10. Provision of legally binding security guarantees to Ukraine, including from the US, to prevent future aggression.
11. No restrictions on the Ukrainian Armed Forces and defense industry, and continued international defense cooperation.
12. Guarantor states to consist of European countries and non-European countries ready to join them; Ukraine to independently decide on the deployment, arming, and operations of friendly forces.
13. Ukraine's NATO membership to be determined by consensus within the alliance.
14. Ukraine's membership in the European Union.
15. Ukraine's readiness to remain a non-nuclear state within the framework of the Treaty on the Non-Proliferation of Nuclear Weapons.
16. Territorial issues to be discussed after a complete and unconditional ceasefire.
17. Territorial negotiations to commence from the existing line of control.
18. After territorial issues are agreed upon, both parties' commitment not to alter these borders by force.
19. Ukraine's restoration of control over the Zaporizhzhia Nuclear Power Plant (NPP) with US participation and the establishment of a mechanism for transferring control of the Kakhovka dam.
20. Ukraine's right to unhindered movement along the Dnipro River and ensuring control over the Kinburn Spit.
21. Ukraine's unrestricted economic cooperation with partner countries.
22. Full restoration of Ukraine and compensation for damages; Russian assets will remain frozen until Russia compensates for the damage inflicted on Ukraine.
23. Phased and partial easing of sanctions imposed against Russia since 2014 after a lasting peace, with sanctions to be reinstated if the agreement is violated.
24. Commencement of separate negotiations on European security architecture with the participation of all OSCE countries.
