The first “ASAN xidmət” center in Azerbaijan began its operations on December 29, 2012.

By the Decree signed by President Ilham Aliyev on December 29, 2017, December 29th is celebrated in our country as the professional holiday of “ASAN xidmət” employees.

The establishment of “ASAN xidmət” centers is an integral part of the reforms aimed at improving and modernizing public administration. “ASAN xidmət” centers were established under the State Agency for Citizen Service and Social Innovations under the President of the Republic of Azerbaijan, based on the relevant Decree of the President.

These centers are institutions that ensure the unified and coordinated delivery of services provided by state bodies. “ASAN xidmət” centers contribute to the formation of a new approach in ensuring citizen satisfaction in the interaction of civil servants with the public, and the transition of state servant-citizen relations in the country to a qualitatively new level. The activities of the centers are built on the principles of efficiency, transparency, courtesy, responsibility, and convenience. The goals of establishing “ASAN xidmət” centers include reducing additional expenses and time loss for citizens, ensuring adherence to ethical rules and courteous behavior in dealing with citizens, increasing the level of professionalism, further strengthening trust in state structures, increasing transparency, strengthening the fight against corruption, wider use of electronic services, and increasing the effectiveness of institutional reforms in this area.

“ASAN xidmət” can be considered solely a place where an Azerbaijani citizen receives services. However, ASAN is a unique concept covering four serious directions. These are:

- An institutional reform by President Ilham Aliyev against corruption;

- A concept for the realization of citizen rights;

- An internationally recognized platform that meets the UN Sustainable Development Goals;

- A key component of digital transformation.

Approximately 400 services are provided at 28 "ASAN xidmət" centers

Currently, 28 “ASAN xidmət” centers operate in our country. Seven of them are in Baku, two in Ganja, two in Sumgayit, and the others are located in Sabirabad, Barda, Qabala, Masalli, Quba, Mingachevir, Imishli, Shaki, Shamakhi, Kurdamir, Tovuz, Aghjabadi, Balakan, Salyan, Nakhchivan, Lankaran, and Shusha.

A total of approximately 400 services are provided at “ASAN xidmət” centers by various state bodies, as well as private companies and enterprises.

In “ASAN Kommunal” centers, 55 types of services are provided.

To date, “ASAN xidmət” centers have received over 93 million applications from more than 9 million 140 thousand citizens.

Based on satisfaction surveys, the citizen satisfaction rate with the services is 99.9 percent.

Mobile services continue to be provided to citizens in the regions via 10 mobile “ASAN xidmət” buses. Since June 2013, over 3 million services have been provided to citizens in a mobile format.

The volunteer movement in the country started with "ASAN xidmət"

Volunteers have been a component of this concept since the first day “ASAN xidmət” began its operations. More than 44,000 young volunteers have joined this process.

To date, volunteers have conducted over 6,500 trainings, more than 850 local and international projects, and over 3,400 volunteers have been employed through the “ASAN Kadr” portal.

“ASAN xidmət” experience is being studied on 4 continents

ASAN, our national brand, is also exported as an intellectual product.

The State Agency for Citizen Service and Social Innovations has signed agreements with more than 30 countries and international organizations. Within this framework, agreements on the export of the ASAN model have been signed with institutions operating in relevant fields in Romania, the United Arab Emirates, Turkey, Montenegro, Indonesia, Pakistan, Colombia, Morocco, Uzbekistan, Uganda, the Kyrgyz Republic, Ethiopia, Senegal, Somalia, Rwanda, and other countries, as well as with ICESCO and the Islamic Development Bank (IsDB).

The experience of “ASAN xidmət,” our country's intellectual brand, will be applied on the American continent after Europe, Asia, and Africa. Currently, centers based on the “ASAN xidmət” model operate in 5 countries: Uganda, Uzbekistan, Indonesia, Afghanistan, and Ethiopia. The launch of the first pilot center named “ASAN xidmət” in Pakistan is planned for the coming months.

“ASAN xidmət” is one of the first state organizations to apply artificial intelligence

Over the years, with the support of the country's leadership, “ASAN xidmət” has conducted research and implemented in real-time the application of the latest technologies and innovations in the field of state services and management. In recent years, the application of artificial intelligence in data collection, management, and decision-making has been a topical issue in the global world. “ASAN xidmət” is one of the first state organizations to apply artificial intelligence in this area.

In 2014, a strategy for 2024-2026 for the application of artificial intelligence solutions in “ASAN xidmət” was adopted. Today, artificial intelligence is already being applied in various aspects of “ASAN xidmət's” operations, and its successful results are evident.

This year, the public data portal and artificial intelligence solutions of “ASAN xidmət” were presented. The portal aims to promote citizen participation in the agency's activities in various directions, as well as to ensure accountability within this framework. The portal covers information on “ASAN xidmət's” activities in various areas, including the international sphere, the Electronic Register of State Services, “ASAN Viza,” “ASAN Payment,” “ASAN Müraciət” systems, and the “YAŞAT” Fund. Researchers and business participants can propose new innovative solutions for different challenges by using the provided data.

This year also saw the presentation ceremony of the ASAN Artificial Intelligence platform (ASAN AI Hub), created on the initiative of the State Agency for Citizen Service and Social Innovations under the President of the Republic of Azerbaijan. The platform connects the public services sector, business entities, scientific research centers, and the startup ecosystem, serving as a bridge for the development of AI-based solutions. The main goal of the platform is to bring together researchers, state institutions, the private sector, and individual users in the field of artificial intelligence (AI) in Azerbaijan on a unified digital platform. ASAN AI Hub will promote open innovation and act as a bridge between state institutions, the private sector, and universities. Technological challenges will be openly announced on the platform, and students, academics, entrepreneurs, as well as public organizations, will have the opportunity to compete for prize funds by submitting their solutions.

As an organization implementing modern technologies and innovations in the field of public services, “ASAN xidmət” aims to maintain citizen satisfaction at nearly 100 percent through artificial intelligence solutions.
