The Resolution of the Milli Məclis dated December 19, 2025, "On Declaring Amnesty on the Occasion of the 'Year of Constitution and Sovereignty'," has been applied to 15,119 individuals by the Penitentiary and Probation Services, as well as the Investigation Department of the Ministry of Justice, in conjunction with prosecution and court bodies, from December 22, 2025, to February 8, 2026.

It was stated that out of the individuals to whom the amnesty was applied, 5,148 were released from imprisonment for a certain period, and 8,914 were exempted from sentences not involving deprivation of liberty. Additionally, the sentences of 1,045 individuals convicted of imprisonment were reduced by 6 months. Furthermore, 12 individuals were exempted from criminal liability (within the investigative jurisdiction of the justice bodies).
Among those serving sentences in correctional facilities, 15 individuals were released from their sentences for participating in the Patriotic War, and 15 individuals were released for reaching the age of 60 by the date the resolution came into force.
Of the individuals to whom the amnesty was applied, 1,216 committed offenses of minor public danger, 13,054 committed less serious crimes, and 849 committed serious crimes.
In total, among the individuals to whom the amnesty was applied, 14,345 are men (18 of whom are minors), and 774 are women.
The implementation of the amnesty act is ongoing.
