A press conference will be held regarding changes to the European Union (EU) driving license rules. At this conference, the new rules and their key points will be presented to the public. These changes, aimed at increasing road safety, fundamentally revise driving rules in the EU.
Redaksiya reports that European Parliament rapporteurs Yutta Paulus (Greens, DE) and Matteo Ricci (S&D, IT) will inform journalists about the EU's new driving license rules. The rapporteurs will brief journalists after the vote in the plenary session. Members of the European Parliament (MEPs) must approve the innovations to the EU driving license rules on Tuesday afternoon, as well as changes to ensure the revocation of licenses for foreign rule-breaking drivers. The fact that approximately 20,000 people lose their lives on EU roads every year makes it crucial for Parliament that these rules help increase safety on the roads.
The new rules foresee a number of innovations, including additional requirements for inexperienced drivers. They must be aware of the risks arising from blind spots and phone use, and have more information about pedestrians, children, cyclists, and other vulnerable road users. Other innovations include a new digital driving license accessible via smartphone, a probationary period of at least two years for new drivers, accompanied driving for 17-year-olds, and the possibility of obtaining a professional truck driving license from the age of 18, and a bus driving license from the age of 21. Furthermore, the revocation, temporary suspension, or restriction of a driving license abroad must be reported to the EU country that issued the license to ensure the application of the penalty and its effective enforcement across borders.
The press conference will be held on Tuesday, October 21, 2025, at 14:00 Central European Time, at the European Parliament in Strasbourg, in the Daphne Caruana Galizia press conference room (WEISS N -1/201). The press conference will be attended by Parliament's rapporteur on driving license rules, Yutta Paulus (Greens, DE), and the rapporteur on driving license revocation rules, Matteo Ricci (S&D, IT). Accredited media representatives are invited to attend the press conference in person. Journalists can also join the press conference and ask questions via the Interactio platform. When joining, enter your name and the name of your media organization in the first name/last name fields. For better sound quality, it is recommended to use headphones and a microphone. Translation is only available for speeches accompanied by video. Translation will be provided to and from English, French, German, Spanish, Italian, and Polish. The press conference will also be broadcast live on the Parliament's Multimedia Centre website.
